CLASS DEFINITION:

GENERAL STATEMENT OF DUTIES: To assist the Rhode Island Army National Guard (RIARNG) Construction and Facilities Management Officer (CFMO) by managing the State Installation Status Report (ISR) program to include the BUILDER Program, assist in real property sustainment, restoration and modernization project development (SRM) and Military Construction (MILCON) programs.

SUPERVISION RECEIVED: Works within the CFMO Planning Branch, coordinates with the CFMO to ensure conformance to agency policies, objectives, rules and regulations.

SUPERVISION EXERCISED: To supervise assigned personnel.

ILLUSTRATIVE EXAMPLES OF WORK PERFORMED:

  • Program Management & Data Systems: Directs and manages the State Army National Guard (ARNG) Installation Status Report (ISR) and BUILDER programs. Establishes and oversees robust systems for annual fiscal year data collection, capture, quality control compliance, and timely completion.

  • Interagency Coordination & SME Liaison: Acts as the primary liaison between the National Guard Bureau (NGB) Subject Matter Experts (SMEs) and state counterparts. Coordinates directly with NGB to resolve technical gaps and ensure accurate system inputs across all offices, sections, and directorates.

  • Strategic Master Planning: Coordinates the development and execution of key strategic master plans, including the Real Property Master Plan (RPMP), Long Range Construction Plan (LRCP), Facilities Life Cycle Plan (FLCP), and the State Real Property Development Plan (RPDP).

  • Capital & Construction Programming: Manages and aligns the State of Rhode Island Capital Plan (RICAP) and the Military Construction, National Guard (MCNG) programs with the State ARNG Master Plan to optimize long-term facility modernization.

  • MILCON & Project Documentation: Develops and processes critical military construction documents-including MILCON, Unspecified Minor Military Construction (UMMC), and Critical Unfunded Requirements (CUFR) (DD Forms 1390/1391)-utilizing NGB-approved software systems.

  • Site Inspections & Operational Assessments: Conducts Staff Assistance Visits (SAVs) and unit inspections to evaluate the operational effectiveness of real estate execution, master planning standards, and facility management objectives.

  • Force Structure Real Estate Alignment: Evaluates and guides the acquisition, development, and long-term planning of ARNG installations. Strategically aligns facility size, content, and locations to support current and projected force structure requirements.

  • Technical Quality Assurance: Performs comprehensive technical reviews and edits of MCNG and Unspecified Minor Construction (UMI) project documentation, site approval requests, and execution plans to ensure strict adherence to federal, DoD, Army, and state codes.

  • High-Level Advisory & Representation: Represents the ARNG in coordination with senior commanders, local/state government authorities, the U.S. Army Corps of Engineers, and the NGB. Prepares documentation and represents interests at the Joint Service Reserve Component Facilities Board (JSRCFB) and State Planning Board.

REQUIRED QUALIFICATIONS FOR APPOINTMENT:

KNOWLEDGES, SKILLS AND CAPACITIES: Broad knowledge of real property, real estate, planning, design, and construction of major structures and facilities with expertise in space utilization, building systems, fire and security systems, energy management, and pavement construction. Knowledge of architectural and engineering concepts, State of Rhode Island contract procedures, and construction management practices involved in the planning, design, construction or renovation of ARNG structures and buildings. Knowledge of applicable national, states, local and NGB regulations relating to design, construction and contracting. Familiar with Federal Acquisition Regulations (FAR) as they apply to selection of architectural services. Knowledge of advanced human relations and conflict resolution techniques. Knowledge of funds management and ability to execute construction projects on time and within budget constraints.

SPECIAL REQUIREMENTS: Subject to National Agency Check (NAC) and Bureau of Criminal Investigation (BCI) background check; must have and maintain a valid state of Rhode Island driver's license throughout duration of employment; must have the ability to obtain the highest degree of security clearance required of position. Must be available to travel in order to attend meetings, conferences and training sessions, nationwide. Travel is required approximately three times a year, each trip normally lasts no more than five business days.

EDUCATION AND EXPERIENCE:

Education: Such as may have been gained through: Graduation from a recognized college with specialization in Engineering, Industrial Technology, or Construction.

And

Experience: Such as may have been gained through: three years of specialized experience which clearly demonstrates having the knowledge, skills, and capacities needed to perform the duties and responsibilities of the position.

Or, any combination of education and experience that shall be substantially equivalent to the above education and experience.
