Job Overview:
  • The ideal candidate is an experienced Project Controls leader with expertise in large-scale EPC project execution, including cost, schedule, forecasting, risk, change management, and project performance reporting. This individual will leverage deep project controls knowledge to translate complex project data into regulatory and executive communications while leading cross-functional reporting efforts with significant independence.
  • The successful candidate will integrate project information into clear, concise, and defensible regulatory and executive communications. The position requires exceptional written and verbal communication skills, strong organizational and communication capabilities, and the ability to influence and coordinate across multiple functional organizations.
  • This position operates with significant independence and is expected to lead complex cross-functional reporting efforts with limited supervisory direction.

Job Description:
  • The Project Controls – Regulatory Reporting & Compliance Lead is responsible for leading regulatory reporting, compliance activities, and information requests for major gas generation projects. The role serves as the primary liaison between project leadership, regulatory affairs, legal, finance, engineering, construction, contracts, procurement, and project controls organizations to develop accurate, timely, and defensible regulatory filings, audits, executive briefings, and business communications.
Responsibilities:
  • Project Controls Leadership & Integration
  • Serve as the project controls subject matter expert for regulatory reporting and compliance activities.
  • Provide independent review and challenge of project cost, schedule, forecast, contingency, change management, and risk information incorporated into regulatory submissions.
  • Integrate cost, schedule, risk, earned value, productivity, and performance metrics into executive and regulatory reporting.
  • Partner with project controls teams to ensure consistency between regulatory filings, project forecasts, business plans, and executive reporting.
  • Evaluate project performance trends and communicate risks, opportunities, and key drivers impacting project cost and schedule outcomes.
  • Support development and defense of project controls methodologies, forecasting assumptions, contingency usage, and project performance metrics during audits, prudency reviews, and regulatory proceedings.
Desired Qualifications
  • Direct experience supporting public utility commission filings, prudency reviews, rate cases, regulatory audits, or similar proceedings involving project cost, schedule, forecasting, change management, risk, and project controls data strongly preferred.
  • Knowledge of utility, power generation, transmission, renewable energy, natural gas, or other large project environments.
  • Deep project controls expertise, including cost engineering, estimating, forecasting, scheduling, EVM, risk, contingency, change management, and reporting, with experience supporting regulatory filings, prudency reviews, audits, or executive reviews involving project controls data.
  • Experience serving as a Project Controls Manager, Project Controls Lead, Cost Manager, Scheduler, Cost Engineer, Project Controls Engineer, or similar leadership role on large EPC projects exceeding $500M in capital value.
  • Advanced understanding of project controls systems and tools, including Primavera P6 and Ecosys, or comparable platforms.
  • Demonstrated experience developing executive-level reports, regulatory responses, briefings, or communications using cost, schedule, engineering, construction, commercial, and financial information.
  • PMP, PMI, AACE, CAPM, PSP, CCP, or similar professional certifications.
Experience:
  • Bachelor’s degree in business, Communications, Finance, Engineering, Project Management, Public Administration, or related field AND a minimum of 15 years of related experience.
  • Experience supporting large capital projects, including leadership responsibility for project controls functions such as cost management, forecasting, budgeting, scheduling, earned value management, change management, risk management, contingency management, and project performance reporting.
  • Demonstrated ability to organize, synthesize, and communicate complex information from multiple stakeholders and data sources.
  • Exceptional written, verbal, presentation, and business communication skills.
  • Advanced proficiency with Microsoft Word, Excel, PowerPoint, Outlook, Teams, SharePoint, and other reporting and collaboration tools.
  • Strong organizational, communication, critical thinking, and stakeholder management skills.
Communications & Stakeholder Management
  • Serve as a primary interface between project leadership, regulatory organizations, and key business stakeholders.
  • Develop executive summaries, presentations, briefing materials, and formal business communications.
  • Facilitate cross-functional coordination to ensure timely and accurate responses to regulatory and executive information requests.
  • Present information and recommendations to project leadership and business partners.
  • Build strong working relationships across multiple organizations to support project and regulatory objectives.
Regulatory Reporting & Compliance
  • Lead development, coordination, and delivery of regulatory reports, filings, audits, and information requests.
  • Serve as the primary coordinator for project-related regulatory reporting activities.
  • Lead cross-functional responses to regulatory data requests, ensuring completeness, consistency, accuracy, and timely delivery.
  • Prepare responses to commission inquiries, prudency reviews, rate cases, audits, and compliance-related activities.
  • Ensure reporting alignment with regulatory commitments, company policies, and approved project information.
  • Maintain supporting documentation, audit trails, and reporting records.
Information Integration & Reporting
  • Gather, validate, and integrate project information from project controls, engineering, construction, contracts, procurement, finance, and other functional organizations.
  • Develop regulatory filings, executive reporting, responses, and supporting narratives using information provided by project teams and subject matter experts.
  • Ensure consistency, completeness, and alignment across regulatory reporting, executive reporting, project reporting, and business planning activities while identifying and resolving information gaps and reporting issues.
