Job Summary/Company:
Sparks Group has partnered with a federal client to identify a highly skilled Principal FOIA Analyst to support the administration of the agency’s Freedom of Information Act (FOIA) and Privacy Act programs. This role is responsible for managing disclosure processes, ensuring compliance with federal transparency and privacy laws, and advising on information governance and records management across the organization.
Responsibilities:
FOIA Intake & Case Management
  • Receive, log, and triage incoming FOIA requests
  • Coordinate record searches with program offices
  • Track statutory deadlines and provide status updates
  • Prepare acknowledgment, interim, and final FOIA responses
  • Ensure compliance with FOIA statutory and proactive disclosure requirements
FOIA Review & Disclosure
  • Review and analyze responsive records
  • Apply appropriate FOIA exemptions and exclusions
  • Perform redactions and draft detailed legal justifications
  • Prepare Vaughn indices to support withholding decisions
  • Coordinate consultations with internal stakeholders and external agencies
Privacy Act Administration
  • Process requests for access and amendment of personal records
  • Ensure compliance with Privacy Act regulations and OMB A-130 requirements
  • Advise program offices on systems of records and routine uses
Agency FOIA Compliance
  • Implement and advise on agency-specific FOIA regulations (e.g., GSA 41 CFR Part 105-60, DOL 29 CFR Part 70)
  • Manage fee assessments, appeals processes, and FOIA liaison coordination
  • Support proactive disclosures and FOIA reading room obligations
Records Management
  • Support records lifecycle management in accordance with the Federal Records Act (Title 44)
  • Ensure proper creation, maintenance, and disposition of federal records
  • Collaborate with records officers on retention schedules and compliance
  • Oversee management of electronic records, including communications
Information Governance & Policy
  • Advise leadership on information lifecycle management and risk mitigation
  • Ensure alignment with OMB Circular A-130 (privacy, security, records, and open data)
  • Support agency-wide information governance initiatives
Paperwork Reduction Act (PRA) Coordination
  • Coordinate with program offices and oversight bodies (OIRA/OIG)
  • Ensure public data collections meet burden, necessity, and control number requirements prior to release
Training & Outreach
  • Develop and deliver training on FOIA, Privacy Act, and records management
  • Contribute to internal policies, templates, and guidance materials
  • Support proactive disclosure initiatives and FOIA reading room updates
Data Calls & Reporting
  • Compile and report FOIA metrics (annual and quarterly)
  • Support Chief FOIA Officer reporting requirements
  • Maintain accurate logs in accordance with agency policy
Dispute Resolution & Appeals
  • Coordinate administrative appeals and draft appeal decisions
  • Prepare litigation support packages
  • Serve as liaison with the Office of General Counsel (OGC)

Qualifications/Background Profile:

  • Bachelor’s degree in Public Administration, Political Science, Legal Studies, Information Management, or a related field
  • 5+ years of experience applying:
    • Freedom of Information Act (5 U.S.C. § 552)
    • Privacy Act (5 U.S.C. § 552a)
  • Demonstrated experience:
    • Drafting Vaughn indices and formal determination letters
    • Handling complex and/or litigation-related FOIA requests
    • Applying FOIA exemptions and performing detailed record reviews and redactions
  • Strong knowledge of:
    • Federal disclosure laws and privacy regulations
    • OMB Circular A-130 and federal information governance standards
  • Proven ability to manage multiple cases and meet strict statutory deadlines

    Pay Range: Hourly $70.00 to $95.00
