Duties Description Transportation Maintenance anticipates filling two Principal Engineering Technician (PET) positions. One to function as the Regional Accident Damage Recovery (ADR) Coordinator, the other as the Deputy Regional Emergency Manager (DREM) and Regional Crews Coordinator (RCC).

As the Regional ADR Coordinator, under the supervision of a Professional Engineer 1, duties will include, but are not limited to:

• Working with highway maintenance, bridge maintenance, and signal maintenance on all facets of Accident Damage Recovery (ADR), including obtaining accident reports, field assessing damage sites to appraise damage and developing repair cost estimates, billing parties (insurance companies, vehicle owners, etc.) and tracking ADR claims, processing payments from claimants, providing program updates to Regional Operations group and Main Office Claims.
• Answering inquires/complaints (written and verbal) from various parties (vehicle owners, insurance companies, lawyers, police, etc.) involving damage to State property.
• Assisting with Freedom of Information (FOIL) requests
• Performing field work as needed to support Transportation Maintenance, including measuring and estimating - pavement sections for milling/paving projects, guiderail projects, open and closed drainage projects, tree removal projects; large culvert inspection and assessment; small culvert inventory and inspection.

As the DREM/RCC, typical duties will include, but are not limited to:

• Supervising the Regional Pavement Striping Crew, including coordinating with Pavement Marking Supervisor to develop an annual pavement marking program, including cyclical pavement marking and residency pavement projects; order pavement marking materials and maintain stockpiles in MMS; inventory existing pavement markings; ensure that changes to pavement marking layouts are implemented; review pavement marking layouts performed by contractors and or the pavement marking crew as needed and assist with layout when necessary investigate and respond to small claims related to pavement marking paint.
• Supervising the Regional Tree/Herbicide Crew, including developing an annual schedule for both tree work and herbicide spraying, based on input and needs from the residencies; maintains records of herbicide treatments and submits an annual report; order herbicides and maintain stockpiles in MMS; utilize Esri Collector to receive residency hazard tree inventories; attend herbicide training as necessary.
• Supervising the Trade Generalist, including prioritizing residency work requests, and scheduling work as appropriate.
• For all crews: responding as first point of contact when emergency work is required by residencies; ensure annual training and Safety Training is completed and up to date; ensure equipment certification requirements are met; Update and maintain inventories of tools, equipment, supplies and materials; monitor and approve purchase of tools, equipment, and supplies; monitor and approve leave usage for all crews; travel to and participate with meetings as necessary; additional tasks as assigned.
• Assisting the Region 3 Emergency Manager with communications, organization, and collaborations. This work will primarily occur in winter months when regional crews are assigned to snow and ice operations.
• Assisting in various facets for emergency management, including but not limited to assisting the Regional Emergency Manager (REM) to ensure that the Region is prepared to respond to emergencies; assisting with Traffic Incident Management (TIM) training/coordination for the Region; acting in the absence of the REM, as needed.
• Assisting with the Regional response to planned events (NYS Fair, Lakeview Amphitheater events, etc.) and unplanned events (snowstorms, windstorms, flooding, etc.), including but not limited to coordinating with STICC; preparing and submitting Regional operational plans; preparing and submitting status reports to Regional and/or Executive Management
• This position will require work outside of regular business hours.

At the time of appointment and continuously thereafter, possession of a valid license to operate a motor vehicle in New York State is required or the ability to meet the travel requirements of the position must otherwise be demonstrated. Overnight assignments, night work and weekend work may be required to support construction operations.

Responsibilities may include serving a role within the Incident Command System to support the department's response to regional and statewide emergency situations.

Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).*

To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the minimum qualifications for this position. The qualifications are:

Promotional: One year of permanent competitive or 55-b/55-c service as an Engineering Geologist, Engineering Materials Analyst, Environmental Engineering Technician 2, Senior Drafting Technician (all parenthetics), Senior Engineering Technician, or Senior Engineering Technician (Soils).

Open Competitive:

Either 1. FOUR years of experience assisting in engineering or engineering technology, engineering management technology, architecture or architectural technology, environmental technology, landscape architecture/design, materials laboratory technology, drafting or surveying, AND graduation from high school or possession of a diploma issued by a recognized educational authority;

Or 2. an associates degree in mathematics, physical science, geology, engineering or engineering technology, engineering management technology, architecture or architectural technology, construction technology, landscape architecture/design, environmental technology, drafting, forestry, surveying, aeronautics, electronics, or electronics technology AND TWO years of experience listed above in number 1;

Or 3. a bachelors degree in mathematics, physical science, geology, engineering or engineering technology, engineering management technology, architecture or architectural technology, construction technology,

landscape architecture/design, environmental technology, drafting, forestry, surveying, aeronautics, electronics, or electronics technology.

Candidates may also be qualified for permanent competitive appointment if reachable from the appropriate Civil Service eligible list or eligible for reassignment or transfer in accordance with Civil Service Law.

If there are three or fewer qualified candidates interested in appointment to this position, a permanent appointment may be made pursuant to Section 52.7 of the Civil Service Law. To be eligible, candidates must be an employee of the Department of Transportation and have one year of permanent competitive service as a Senior Engineering Technician, SG-13.

• For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.

At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in an NY HELPS title, employees may take part in any promotion examination for which they are qualified.

The salary range listed reflects the full range for this graded position. For new State employees appointed into graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
