### Experience Required 9 or more years of directly applicable experience in Strategic Sourcing and using leveraged multi-site agreements ### Minimum Education Required Bachelors degree in Business, Technical, or Scientific related field. ### Compensation $0.00 / Other ### Hours Per Week 40 ### Number Of Positions 1 ### Shift Unspecified ### Job Description Summary The Principal Buying Analyst role is designed for the creation, implementation, and execution of various Supply Chain Management Center (SCMC) commodity management strategies such as industrial supplies, information technology or professional services across multiple National Nuclear Security Administration’s (NNSA) and Environmental Management (EM) sites managed and operated by various Prime Contractors to achieve lowest total sourcing and acquisition costs. This role will also be responsible for identifying strategies to leverage common multi-site spend opportunities through smart analytic tools and market expertise. Duties and Responsibilities Develops and publishes 1 to 10-year commodity roadmaps enabling the achievement of critical business targets while consistently improving ease of business on a repetitive basis. Creates and manages implementation of strategic agreements including project plans, overall tracking capability, reporting of progress. Prepares or oversees preparation, administration, and retention of commodity contract files. Ensures consideration is given, and strategy developed, to optimize spend through socio-economic businesses. Uses eSourcing (online reverse auctions and sealed bids) and Supplier Performance Management activities using the SCMC enterprise system to maintain process continuity. Coordinates with SCMC eProcurement specialists to develop eCatalogs or comparison-shopping portals representing commodity strategy and champion sites to drive spend through them. You Must Have Bachelors degree in Business, Technical, or Scientific related field 9 or more years of directly applicable experience in Strategic Sourcing and using leveraged multi-site agreements Ability to travel up to 30% of the time United States Citizenship with the ability to obtain and maintain a U.S. Department of Energy (DOE) security clearance (some positions require additional DOE designations) The ability to work on-site as directed by management and as determined by the needs of the business Regular and reliable attendance is an essential function of this job We Value Possesses knowledge of government contracting requirements including a working understanding of the Department of Energy Acquisition Regulations (DEAR) and Federal Acquisition Regulations (FAR). Exceptional Microsoft Office skills - Word, Excel and PowerPoint. Ability to analyze large datasets and develop related strategies. Ability to build and establish rapport across multiple NNSA and EM contracters. Uses strategic integrative thinking, understanding the global commodity landscape, and linking it to sourcing strategies. Exhibits successful ability with indirect leadership of diverse teams crafting complex SOWs, negotiating & deploying large multi-site agreements. Uses inclusive, collaborative approach to execute & manage agreements.
