JOB INFORMATION

Principal Backflow and Cross Connection Specialist Supervisor positions plan, direct, and coordinate the Cross Connection Control Program; ensure the safety of public health by coordinating and conducting routine inspections between potable water systems and recycled water systems; administers backflow prevention software; prepare regulatory compliance reporting; assist Principal Backflow and Cross Connection Specialists on the more complex inspections; review, respond to, and resolve escalating issues pertaining to notices of violations; act as the resident inspector for backflow requirements and cross connection risks on major construction projects; develop and apply testing procedures; train staff; and perform other duties as assigned.

NOTE:

  • Eligible benefitted employees originally hired on or after July 10, 2021, will be automatically enrolled in the San Diego City Employees Retirement System (SDCERS).

MINIMUM REQUIREMENTS

You must meet the following requirements on the date you apply, unless otherwise indicated.

EXPERIENCE: You must meet ONE of the following options:

  • Three years of full-time experience as a Backflow and Cross Connection Specialist with the City of San Diego.
  • Five years of full-time professional experience conducting complex field investigations to identify, locate and test backflow prevention devices; inspecting and identifying potential cross connections to determine adequacy of water service protection; and reviewing/interpreting construction documents, blueprints, and schematics to perform investigation of user sites.

NOTE:

  • City of San Diego employees using Out-of-Class Assignment (OCA) experience to qualify must submit written documentation signed by their appointing authority or payroll specialist, detailing the work performed, dates, and total number of qualifying OCA hours. OCA experience without the required documentation will NOT be considered.

CERTIFICATION: Possession of an American Water Works Association (AWWA) or American Backflow Prevention Association (ABPA) Certification as a Cross Connection Control Specialist is required at the time of hire.

LICENSE: A valid California Class C Driver License is required at the time of hire.

HIGHLY DESIRABLE:

  • Lead/supervisory experience.

  • Knowledge of applicable regulations and experience with regulatory reporting.

  • Analytical and problem-solving skills with the ability to compile and interpret data; create meaningful performance measures; identify trends; make informed recommendations that drive accountability, efficiency, and continuous improvement; and deliver clear, concise reports and presentations to management and stakeholders.

  • Ability to effectively utilize technology and software applications to support operational and administrative functions, including but not limited to advanced knowledge of the Microsoft application suite.
