Preconstruction Manager

McLeRoy, a growing heavy civil contractor serving Georgia and the Southeast, is seeking a Preconstruction Manager to build and lead the company’s centralized preconstruction function. This individual will drive bid strategy, estimating excellence, risk evaluation, backlog planning, and the successful transition of projects from preconstruction into operations. The role offers a unique opportunity to partner directly with executive leadership and help shape the future growth of the organization.

Key Responsibilities

• Lead bid strategy, pursuit planning, and backlog forecasting efforts.
• Oversee estimate development, review, and risk assessment for heavy civil projects.
• Evaluate project opportunities, contract exposure, resource requirements, and profitability.
• Develop and maintain historical cost databases, production rates, and unit pricing.
• Improve estimating accuracy, bid-hit ratios, and overall margin performance.
• Establish and manage preconstruction-to-operations handoff procedures.
• Conduct project turnover meetings with operations, field leadership, safety, and equipment teams.
• Support leadership with market analysis, forecasting, and work acquisition planning.
• Help build and mentor a future estimating and preconstruction team as the company continues to grow.

Qualifications

• 10+ years of experience in heavy civil, site development, infrastructure, grading, utilities, paving, or roadway construction.
• Strong background in estimating, project management, and preconstruction leadership.
• Experience managing projects from preconstruction through closeout.
• Strong understanding of civil drawings, specifications, takeoffs, budgeting, and cost controls.
• Proven success managing profitability, change orders, billing, and cash flow.
• Experience with GDOT, municipal, and private development projects preferred.
• Leadership mindset with the ability to develop people, improve processes, and scale operations.
