Position Description
Position Overview
The Precinct Coordinator is a leadership position reporting directly to the Chief of Staff or Deputy Chief of Staff. Serving as the principal liaison between Precinct staff and the Office of the County Engineer, the Precinct Coordinator provides strategic direction and oversight for all architectural and engineering projects within the Precinct's portfolio, ensuring that project scopes are clearly programmed, prioritized, and aligned with both the Precinct's strategic objectives and the department's capabilities.
As a member of the leadership team, the Precinct Coordinator represents and advances the Precinct's intent and interests in department, program, and project forums; advises the Chief of Staff, Deputy Chief of Staff on the status, risks, and policy implications of the capital program; and balances technical considerations with functional, budgetary, and schedule requirements. The role demands senior-level communication with leadership, local, regional, and state agencies, and requires sound judgment, political acumen, and the ability to operate with significant autonomy.
Job Duties
- Serves as the principal liaison between the Office of the County Engineer and Precinct staff; represents and communicates the interests of the Precinct, the Chief of Staff, and the Deputy Chief of Staff in department, program, and project meetings.
- Advises the Chief of Staff, Deputy Chief of Staff, and leadership on project priorities, risks, funding strategies, and policy implications; prepares and delivers executive briefings, often on short notice.
- Provides leadership, direction, and accountability to project delivery teams, in coordination with department leadership, for the effective and efficient management of all projects within the Precinct's portfolio.
- Maintains comprehensive command of the Precinct's entire project portfolio - including capital, maintenance, and road and bridge projects - and is prepared to speak authoritatively on any aspect with little to no notice.
- Directs the scoping and programming of future and ongoing projects in partnership with Precinct staff; ensures project scope, schedule, and budget are clearly communicated to and executed by Project Managers.
- Tracks the status of draft agreements and resolves challenges that arise during negotiation and implementation.
- Oversees the preparation and review of proposals, comments, status reports, and invoices, ensuring quality and consistency with Precinct priorities.
- Partners with executive management to evaluate, monitor, and improve internal processes that promote efficient project execution and continuous improvement across the portfolio.
- Performs other duties as assigned by the Chief of Staff, Deputy Chief of Staff, or their designee.

Requirements
Education
- Bachelor's degree in engineering, public administration, business administration, or a related field.
Experience
- A minimum of seven (7) years of progressively responsible experience in project or program management, including at least three (3) years in a leadership, supervisory, or senior advisory capacity.
- Experience and education may be substituted for one another.
Knowledge, Skills & Abilities (KSAs)
- Demonstrated ability to operate at a leadership level, exercising independent judgment and discretion with minimal supervision.
- Ability to understand the needs of Precinct leadership and external stakeholders and to align resources and teams to accomplish strategic objectives.
- Proven ability to advise executives and elected officials, synthesizing complex technical information into clear, actionable recommendations.
- Ability to handle highly sensitive, confidential, and politically significant information with absolute discretion at all times.
- Strong leadership, negotiation, and conflict-resolution skills, with the ability to influence outcomes across organizational lines without direct authority.
- Strong knowledge of office-related and design software, as well as project and portfolio management tools.
- Excellent time management skills, with the ability to effectively prioritize and direct multiple high-visibility initiatives concurrently.
- Exceptional written and verbal communication skills, including professional interaction with coworkers, vendors, the public, industry partners, and governmental representatives.
- Ability to read and comprehend complex written materials, produce executive-quality documents and correspondence, and correctly complete required forms.

Preferences
Education
- Master's degree in engineering, public administration, business administration, or a related field.
Experience
- Experience working directly for or with elected officials, a Chief of Staff, or an executive office in a government setting.
- Experience overseeing a capital improvement program or large public infrastructure portfolio.
Knowledge, Skills & Abilities (KSAs)
- Licensed Professional Engineer (PE) in the State of Texas.
- Project Management Professional (PMP) or equivalent certification.
General Information
Position Type and Typical Hours of Work:
Full-Time | Regular | 40 hours per week.
Subject to early mornings, late evenings, weekends, and holidays at times, depending upon the project or workload.
Salary: Commensurate with experience, based on 26 pay periods.
Physical Demands and Environmental Exposure
- This position involves daily executive oversight of a precinct's engineering program and applicable resource management, and regular interface with organizations and individuals outside of Harris County.
- Typical work routine is eight-hour days, Monday through Friday, but also subject to early morning, evening, weekend, emergency, and holiday work.
- Sitting for extended periods of time, with frequent standing and walking, and occasionally ascending/descending stairs.
- Visits to indoor and outdoor off-site client locations.
- Daily driving of a county-assigned vehicle with automatic controls.
- Work is generally performed indoors in a normal office environment with acceptable lighting, temperature, air conditions, and noise levels, as well as outdoors as dictated by Precinct needs.
- Extensive use of a video display terminal (computer monitor).
- May be exposed to fluids, compounds, or chemicals used in office environments and outdoor project areas.
Employment may be contingent on passing a drug screen and meeting other standards.
