The Power Plant Compliance Coordinator plays an essential role in supporting the safe, reliable, and compliant operation of critical infrastructure that serves Tewksbury Hospital and the individuals who depend on its services every day. Working within the Massachusetts Department of Public Health (DPH), this position helps ensure that complex power plant and utility operations meet regulatory requirements, environmental standards, and operational expectations that support public health and the continuity of essential services. The selected candidate will serve as a key resource in maintaining compliance programs, monitoring regulatory obligations, and supporting operational excellence across plant operations.

This role offers an opportunity to work at the intersection of regulatory compliance, administration, facilities operations, and public service. The Power Plant Compliance Coordinator will collaborate with management, contractors, regulatory agencies, and operational staff while helping drive continuous improvement, accountability, and environmental stewardship. Duties and Responsibilities (these duties are a general summary and not all inclusive):

  • Coordinate administrative and compliance activities that support the operation of the power plant and associated utility systems in accordance with regulatory and organizational requirements.
  • Prepare, maintain, and submit regulatory reports, permits, certifications, renewals, and compliance documentation to federal, state, and local agencies.
  • Monitor compliance calendars, deadlines, inspections, testing schedules, and corrective action plans to ensure timely completion of required activities.
  • Maintain comprehensive records and document management systems for permits, licenses, inspections, maintenance activities, training records, and regulatory correspondence.
  • Collect, analyze, and compile operational, environmental, safety, and maintenance data to support reporting, audits, inspections, and management decision-making.
  • Track preventive maintenance activities and ensure required inspections, testing, certifications, and documentation are completed and properly retained.
  • Assist with operating and capital budget administration by monitoring expenditures, preparing reports, maintaining supporting documentation, and coordinating purchasing activities.
  • Coordinate contract administration activities, including contractor documentation, compliance monitoring, deliverable tracking, and project record management.
  • Facilitate regulatory inspections, audits, assessments, and site visits by preparing documentation, supporting reviewers, and monitoring corrective actions through completion.
  • Research regulatory and industry developments, support the implementation of compliance initiatives, and prepare reports, presentations, correspondence, and other administrative materials related to plant operations.

Required Qualifications:

  • Knowledge of work simplification methods and administrative practices used to improve operational efficiency and program effectiveness.
  • Ability to gather, organize, and assemble information from records, reports, documents, and stakeholder communications in accordance with established procedures.
  • Capacity to maintain accurate records and prepare charts, graphs, tables, and reports to support operational and compliance activities.
  • Excellent written and verbal communication skills, including the ability to present information clearly, prepare concise reports, and provide understandable instructions.
  • Competence in establishing productive working relationships, coordinate the efforts of others, exercise sound judgment, and handle confidential information with discretion.

Preferred Qualifications:

  • Demonstrated experience supporting regulatory compliance, environmental compliance, facilities operations, utility systems, or power plant operations.
  • Strong understanding of federal, state, and local regulatory requirements related to facilities, utilities, environmental programs, or operational compliance.
  • Experience with compliance tracking systems, document management platforms, and records retention practices.
  • Ability to coordinate audits, inspections, corrective action plans, and regulatory reporting activities across multiple stakeholders.
  • Knowledge of preventive maintenance programs, asset management practices, and operational documentation requirements.
  • Demonstrated success managing multiple projects, deadlines, and competing priorities in a highly regulated environment.
  • Familiarity with budgeting, procurement, contract administration, and vendor coordination activities.
