Portfolio Manager

An Overview

The Portfolio Manager performs responsible work in managing a portfolio of City facilities, including facility operations, maintenance, compliance, support for emergency response and event support, and capital improvement initiatives. The position applies project management principles, technical expertise, and leadership to ensure facilities are safe, functional, compliant, and operationally reliable.

This role is responsible for balancing day-to-day operational demands with longer-term planning and project execution, ensuring that facility needs are addressed across maintenance, compliance, and capital improvements. The Portfolio Manager supervises facilities staff and coordinates resources, vendors, and stakeholders to support both ongoing facility operations and project-related efforts.

Work is performed with considerable independence, and the employee exercises sound judgment in prioritizing operational needs, managing resources, and supporting project delivery. The employee works under general supervision of the Deputy Director, Planning, Construction & Facilities.

  • Knowledge of building systems, construction practices, and facility operations
  • Ability to apply project management principles in both operational and project environments
  • Experience with regulatory compliance, inspections, and building system requirements
  • Experience managing budgets, cost tracking, and financial performance
  • Demonstrated ability in vendor management and contract oversight
  • Experience coordinating and supervising facilities and trades staff, contractors, and service providers
  • Ability to manage multiple priorities across operations and projects
  • Familiarity with CMMS systems and work order management
  • Strong communication skills with both technical and non-technical stakeholders
  • Experience supporting after-hours operations, emergency response, or time-sensitive facility needs

Facilities Operations & Compliance

  • Manages and oversees facility operations and maintenance activities across assigned buildings
  • Ensures compliance with codes, inspections, and regulatory requirements
  • Coordinates and monitors preventive and corrective maintenance programs
  • Tracks and supports resolution of operational issues, system failures, and service requests
  • Maintains documentation related to inspections, compliance, and asset condition

Budget & Financial Management

  • Develops and monitors operating and project-related budgets
  • Tracks expenditures and identifies cost impacts related to maintenance, repairs, and capital needs
  • Supports financial planning across both operational and project scopes

Vendor & Contract Oversight

  • Manages service contracts and vendors supporting maintenance and construction activities
  • Reviews scopes of work, proposals, and invoices for accuracy and completeness
  • Ensures vendor performance aligns with City standards and contractual requirements

Project Management & Implementation

  • Supports and manages facility-related projects, including renovations and system upgrades
  • Applies project management principles to scope, schedule, and budget tracking
  • Coordinates with architects, engineers, contractors, and internal stakeholders
  • Ensures project outcomes align with operational needs, maintainability, and compliance requirements

Field Coordination & Oversight

  • Conducts site visits to monitor facility conditions, maintenance work, and project progress
  • Coordinates work of contractors, consultants, and trades personnel
  • Ensures work is completed safely, effectively, and in accordance with established standards

Supervision & Team Leadership

  • Provides day-to-day supervision, direction, and support to assigned staff or contracted resources
  • Monitors performance, workload, and service delivery to ensure alignment with operational standards
  • Supports training, development, and accountability of staff and service providers

Coordination & Customer Service

  • Serves as liaison between departments, facility users, and service providers
  • Communicates priorities, timelines, and impacts related to operations and projects
  • Supports customer service and issue resolution across assigned facilities

Emergency Response, Weather Events & Support Services

  • Supports facility-related response efforts during snow events, emergencies, and natural disasters, including coordination of building systems, contractor support, and access to facilities as needed
  • Participates in emergency response readiness activities and may be assigned to an on-call or emergency response support roster
  • Coordinates with internal teams, including Support Services and Emergency Management, to ensure facilities are operationally prepared during incidents
  • Assists in addressing facility impacts during and after events, including system disruptions, access issues, and recovery activities
  • Supports after-hours operations, including City events and City Council meetings, by coordinating facility readiness and responding to operational needs as assigned

Minimum & Additional Requirements

Four-Year College Degree from a professional architectural or engineering program or related field; extensive experience of project management and supervisory experience managing teams, providing technical expertise and leadership for design and construction projects for either government or private industry; or any equivalent combination of experience and training which provides the required knowledge, skills and abilities.

Preferred Qualifications

  • Experience in facilities management or building operations
  • Experience managing multiple facilities or portfolios
  • Familiarity with CMMS systems (Cityworks or similar)
  • Knowledge of public procurement processes

Certifications such as:

  • Certified Facility Manager (CFM)
  • Facility Management Professional (FMP)
  • Relevant trade or technical certifications

This position requires the application of design, construction, and project management knowledge in support of both facility operations and capital improvement efforts. Candidates with experience in facility operations, building maintenance, and asset management, particularly in environments requiring compliance, vendor coordination and operational oversight in addition to project-related experience, will be best aligned with the responsibilities of this role.
