Purpose of Job

Responsible for the management and supervision of every aspect of MARAD vessels while they are in Port and dry-dock, including providing direction to all shipyard and repair vendor personnel engaged in vessel repairs. Oversees installation and repair of marine power plants, propulsion systems, heating and ventilating systems, and other mechanical and electrical equipment in ships and marine facilities by performing the following duties.

Main Duties and Responsibilities

  • Promote the TOTE Services safety culture and adhere to all safety guidelines. Make safety a priority in everything we do and seek opportunities for continuous improvement.
  • Manages the day-to-day technical and nautical operation of the assigned vessels. Overall person in charge of ship operations in port and in dry-dock. Primarily responsible for vessel repair and maintenance.
  • Directs Vessel Maintenance Department Supervisors and crew to accomplish the required repairs.
  • Prepares operating budgets and long-term fiscal work plans for vessels and submits to the Director of Ship Management and Vice President of Marine Operations GovernmentCommercial for finalization and presentation to the Owner.
  • Coordinates with Captain and First Officer to ensure proper cargo logistics. Makes final judgment regarding mechanical issues in coordination with Chief Engineer.
  • Coordinates directly with vessel Chief Engineer and First Officer to manage vessel repairs and spare part requisitions. Negotiates prices and issues purchasing orders for replacement parts with outside vendors.
  • Communicates directly with various Department Managers on vessel status, including crew and operational issues.
  • Maintains assigned vessels in a condition which provides the highest probability of success in activation and subsequent operation in support of national defense objectives.
  • Manages the activation of assigned vessels on site, which is accomplished in five or ten days as per contract stipulation. Supervises and coordinates the repairs, crewing, storing of the vessel, and determines when the vessel is ready for sea trials.
  • Evaluates performance and operation of equipment during acceptance testing and shakedown cruises. Monitors and reports on sea trials and makes needed arrangements to correct any deficiencies found.
  • Attends assigned vessels concerning engineering condition and performance.
  • Prepares repair activation and deactivation specifications as required. Supervises and approves voyage repairs and maintenance.
  • Maintains records of all annual, bi-annual, mid-terms, etc. inspections and surveys required by classification societies and government agencies. Ensures that all vessels have proper certificates onboard and assists in the timely arrangement of vessel surveys.
  • Assures that USCG certification items and other regulatory body items are completed. Interfaces with local regulatory bodies to implement compliance with customer and government regulations.
  • Maintains and updates as required the NSE system.
  • Oversees repairs to equipment such as diesel engines, boilers, steam-driven turbine engines, heat exchangers, fire control, and communication systems, electric power systems, or piping and related fittings and valves.
  • Coordinates proper lay-up of critical equipment and systems with Government Marine Surveyors.
  • Prepares reports which describe inspection procedures and findings. Prepares or reviews recommendations for repair work to ships.
  • Identifies outstanding repairs and coordinates completion.
  • Keeps records of engineering performance and costs for vessels. Submit reports as required.
  • Assures that ship security services are properly provided.
  • Performs annual performance evaluations for senior ship personnel.

Secondary Duties and Responsibilities

  • Assists the Company in any necessary duties to achieve Company goals.
  • Performs other related duties as assigned.
  • Adherence to the Integrated Management System that covers Quality, Environmental, and Safety.

Minimum Qualifications

  • High proficiency and accuracy with data. ABS NS-E NS-5 Software database entry experience is strongly desired.
  • Advanced proficiency in the Microsoft Office Suite and SharePoint.
  • Excellent organizational skills and attention to detail.
  • Ability to multitask and work within critical time constraints.
  • Ability to work independently and under limited supervision.
  • Comprehensive knowledge of technical manuals and drawings, shipboard arrangement, and organization, functioning of machinery, repair techniques, costs, and report preparation.
  • Must possess or be eligible for a DOD-granted &8220SECRET&8221 security clearance.

Education, Licensure, and/or Experience

  • Bachelors degree (B.S.) in Marine Engineering from a certified maritime academy or four-year college or university.
  • Three years of documented Port Engineer experience for large tonnage ocean-going vessels and/or five years seagoing experience as a Chief Engineer or First Assistant Engineer or a minimum of five years of ship repair experience with progressive responsibilities or equivalent combination of education and experience.
  • Engineers License preferred.

Work Environment

The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job. Performing these duties acknowledges the possible dangers onboard vessels such as safely maneuvering throughout a vessel - i.e. ladders, staircases. The noise level in the work environment is usually moderate. However, noise level exposure can increase during visits to the vessels. Work may involve occasional work near moving mechanical parts and exposure to wet and/or humid conditions. Therefore, adhering to all necessary safety precautions and wearing required personal protective equipment to mitigate the potential risk of injury and prevention of hazards shall be followed.

Salary and Benefits

The salary range is $86,560 - $173,650 with an expected salary of $135,000-$150,000. Pay will be based on several factors including the candidates education, work experience, work location, and specific job duties. As part of the team, full-time employees will receive a comprehensive benefits package which includes health, dental, vision, life insurance, short-term disability, employee assistance program, 401(k) with company match, and discretionary funding, tuition reimbursement, supplemental parental leave, jury duty, and bereavement leave. Full-time employees will receive a minimum of 10 days vacation, 10 days sick, 10 days paid holidays, and one floating holiday every 12 months. In addition, we offer an annual discretionary bonus based on eligibility.
