Job Summary
Under general direction, is responsible for the planning, organizing, conducting, and evaluation of training programs related to the Public Safety Communication Systems. Coordinates security compliance efforts with internal and external stakeholders which ensures compliance with state and federal regulatory agencies such as the Department of Public Safety (DPS), Criminal Justice Information System (CJIS), Texas Commission on Law Enforcement Officer Standards (TCOLE), and Homeland Security. Exercises direct supervision over assigned staff.
This position is an "unclassified" position and has no disciplinary appeal rights to the Municipal Civil Service Commission. This position is likewise subject to at-will employment status and can be terminated at any time for any reason.

Work Hours
Work hours may vary dependent upon department need. Assignments are based on the effective management of the 24x7 operations of the Department with rotational on call assignments to accommodate operational needs.
In this position you are a First Responder and expected to assist and support 911 operations during natural disasters, manmade disasters, terrorism, extreme weather, and civil emergencies. The 911 Public Safety Answering Point is staffed 24 hours a day, 7 days a week, 365 days a year to support emergency operations for the City of San Antonio. Because of this you may be required to work mandatory overtime and outside of your staff hours as needed in emergency situations.
Essential Job Functions
- Develops, implements, and evaluates training programs and curriculum for assigned personnel; and manages training personnel.
- Ensures training curriculum, activities and systems are compliant with applicable Federal, State, and local regulations. Assists with the oversight of agency audits.
- Prepares, and delivers reports, statistics, or compliance results.
- Makes presentations on programs, projects, and other matters.
- Provides input for the annual operations budget the division.
- Collaborates system and technical changes with the Information Technology Systems Department (ITSD); provides regulatory guidance in accordance with public safety technology and Criminal Justice Information Systems (CJIS); and ensures compliance with departmental and other federal and state mandates.
- Provides recommendations in the enhancement and maintenance of standard operating procedures.
- Oversees the maintenance of training records and employee files.
- Monitors certification renewals.
- Interviews, selects, supervises, develops, evaluates, counsels, and if necessary, disciplines personnel according to established COSA policies, procedures, and guidelines.
- Assists the Police Communications Manager with special projects.
- Performs related duties and fulfills responsibilities as required.
Job Requirements
- Bachelors Degree from an accredited college or university.
- Three (3) years progressively responsible experience in training and development, or related experience including one (1) year supervisory or lead experience.
- Valid Class "C" Texas Drivers License.
- Must obtain Texas Commission on Law Enforcement Standards (TCOLE) Basic Telecommunicator Proficiency Certification within twelve (12) months of employment.
- Must obtain TCIC/NCIC, Associate Trainer Certification within six (6) months of employment.
- Must obtain TCIC/NCIC, Full Access (Certification or Registration) within six (6) months of employment.
- Must pass Criminal Justice Information Systems (CJIS) background and maintain CJIS eligibility.
State-Mandated Eligibility Requirements (in part)
- Applicants must meet and maintain Telecommunicator licensing requirements set forth by the Texas Commission on Law Enforcement (TCOLE).
- Applicants who have been issued a Telecommunicator License by TCOLE at any time must be in good standing and have an eligible license ready for appointment to the San Antonio Police Department.
- Applicants must remedy any TCOLE license deactivations or suspensions before their start date.
- TCOLE licensing requirements include a significant background check.
- Applicants must be United States citizens or naturalized United States citizens.
- Must possess an honorable discharge from the branch of the military in which the applicant served, if applicable.
- Applicants must pass a fingerprint-based Criminal Justice Information System background check meeting the requirements of the FBI and the Texas Department of Public Safety.
- Must not have a conviction for a Class B misdemeanor within the last ten (10) years from the date of conviction.
- Must not have a conviction for a Class A misdemeanor or higher.
- Must not have a conviction for family violence.
- Juvenile convictions are held to the same standard as adult convictions.
- Out-of-state convictions are held to the Texas equivalent.
- Must submit to a background investigation as required by state law.
- Must provide truthful and accurate information at all times during the application process.

One year of full-time experience is defined as 30 or more hours worked per week for 12 months.
