Duties Summary Administers the States program in entomology, noxious weed control and plant quarantine and inspection and performs other duties as required. This position is responsible for the highest level of planning, execution and review in the States program of plant industry research development and management. It includes responsibility for providing leadership and guidance in setting and translating goals into operational terms, in developing optimum organization balance, in projecting and anticipating change and adjustment, in cultivating program relationships and in formulating strategy, broadening perspectives and upgrading effectiveness. Examples of duties include but are not limited to planning, execution and review of plant industry research, development and management; guiding the coordination of cooperative activities and the integration of scientific and technological results into ongoing and projected activities; initiating and encouraging broader perspectives in plant industry to keep abreast of changes and upgrade program substance; conferring with counterparts and others in industry, related fields other jurisdictions, foreign countries, etc. to strengthen program interaction and objectives; overseeing the development and adaptation of operational standards, controls and practice; maintaining liaison with a wide range of program influences including political, social, economic, health, and scientific concerns; representing the department in a wide range of matters and settings; serves as expert consultant in noxious weed control, entomology or plant inspection; develops and defends new or improved legislation budget projections, etc.; actively seeks new approaches to problem solving, encourages innovation and staff development; reviews and approves operational reports.
