JOB SUMMARY
The purpose of this position is to perform professional and technical work to develop and implement the City's comprehensive plan and other special projects.
ESSENTIAL JOB FUNCTIONS
- Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing performance appraisals; schedules workload for planners; reports information to the Planning & Zoning Director.
- Coordinates daily work activities: organizes, prioritizes, and assigns work; monitors status of work in progress and inspects completed work; confers with assigned staff, assists with complex/problem situations, and provides technical expertise.
- Performs analysis and reviews recommendations of other staff members regarding zoning codes and development standards; researches state and local zoning information; analyzes current and historical data for proper use of properties; reviews zoning analysis and other zoning related documents; researches and drafts amendments to zoning ordinances and development codes; interprets and revises zoning, development and subdivision ordinances; submits recommendations for changes and revisions to appropriate City personnel.
- Provides information and technical assistance to citizens, property owners, land developers, contractors, architects, staff members, or other individuals/agencies regarding planning/zoning issues, ordinance/code provisions, sign and building permits, compliance, permitted uses, application procedures, and related issues: provides applicants with summary and checklist information of application procedures, deadlines, and fees; discusses problem areas with property owners and contractors and recommends solutions to problems; responds to routine questions or complaints; and researches problems and initiates problem resolution.
- Prepares staff reports and resolutions for consideration for Planning Commission and City Council; attends and offers testimony at meetings of same; makes presentations and responds to questions concerning zoning legislation or map changes.
- Prepares grant application packages; collects, compiles, and prepares data projections, program specifications, and other supporting details; writes draft reports and obtains the proper review and approval from appropriate City officials; coordinates the completion and compilation of application forms and supporting documentation requested by the application; and compiles the final application for submission to the appropriate agency or organization.
- Prepares the Comprehensive Land Use Plan; researches and analyzes statistical, mapping and tax data to determine past and current growth patterns; prepares reports detailing the same; updates Plan regularly to include changing conditions and ordinances.
- Keeps official zoning map for review and discussion; updates GIS database for zoning maps and future land use map after approval of amendments by appropriate governing body.
- Prepares, compiles, or completes various forms, reports, correspondence, records, zoning ordinance text amendment reports City Council issue papers, budget presentations, technical reports, public notices, certificates of zoning compliance, determinations, maps, or other documents.
- Receives various forms, reports, correspondence, minor/major subdivision plats, zoning applications, conditional use permit applications, variance applications, sign permit applications, building permit applications, maps, codes, ordinances, regulations, policies, procedures, manuals, directories, reference materials, or other documentation; reviews, completes, processes, forwards or retains as appropriate.
- Communicates with supervisor, Planning Commission, City Council, other City department employees, local, state and federal agencies, attorneys, appraisers, realtors, builders, developers, surveyors, applicants, the general public outside agencies, and other individuals as needed to coordinate work activities, review status of work, exchange information, or resolve problems.
- Maintains a comprehensive, current knowledge of applicable laws/regulations; maintains an awareness of new trends and advances in the profession; reads professional literature; attends workshops and training sessions as appropriate.

Minimum Qualifications
Education and Experience:
Requires a Master's Degree in Planning, Geography or a related field; five (5) years of experience in planning and zoning, code enforcement, or related field.
Licenses or Certifications:
Must possess and maintain a valid driver's license.

PHYSICAL DEMANDS
The work is sedentary work. The employee is occasionally required to exert up to 10 pounds of force to move objects. Additionally requires: balancing, grasping, hearing voices and distinguishing among sounds, manual dexterity, mental acuity, reaching, repetitive motion, speaking, standing, expressing ideas by the spoken word, visual acuity in data/color/observations/operating equipment, and walking. Tasks may require the ability to: sit for extended periods of time at a keyboard or work station.
WORK ENVIRONMENT
Work is performed primarily indoors where essential functions are regularly performed without exposure to adverse environmental conditions. Work is performed in a relatively safe, secure, and stable work environment.
