Role: Peoplesoft Financial Functional Analyst

Job Descriptions:
  • Serve as the functional subject matter expert (SME) for the Oracle PeopleSoft CAPPS Asset Management (AM) module.
  • Configure, maintain, and support Asset Management business units, asset profiles, depreciation rules, capitalization, and ChartField configurations.
  • Monitor and support daily production operations, batch jobs, and system integrations to ensure optimal performance and timely issue resolution.
  • Analyze business requirements and implement functional system enhancements, configuration changes, and process improvements.
  • Develop, review, and maintain Functional Design Documents (FDDs), business process documentation, and technical specifications.
  • Coordinate functional, regression, integration, and User Acceptance Testing (UAT) activities for system enhancements and upgrades.
  • Support integrations between Asset Management, General Ledger, Accounts Payable, Purchasing, and other CAPPS Financial modules.
  • Perform reconciliation activities between Asset Management and General Ledger while ensuring financial data accuracy and integrity.
  • Troubleshoot production issues, provide Tier 2 application support, and coordinate with Tier 3 managed service providers for issue resolution.
  • Monitor scheduled batch processes, validate job execution, manage dependencies, and resolve batch failures.
  • Utilize SQL, Application Designer, BI Publisher, SQR, and PeopleSoft tools to support reporting, analysis, and system configuration.
  • Support PeopleSoft Update Manager (PUM), Change Assistant, data migration, Fluid UI enhancements, and patch implementation activities.
  • Ensure compliance with State of Texas security policies, NIST standards, ITIL best practices, and WCAG 2.1 accessibility requirements.
  • Participate in fiscal year-end processing, including planning, reconciliation, system configuration, verification, and reporting activities.
  • Coordinate disaster recovery testing, system upgrades, release management, and production deployments.
  • Participate in Major Incident Management (MIM) processes for Priority 1 and Priority 2 production incidents.
  • Prepare executive reports, audit documentation, compliance reports, and presentations for leadership and stakeholder meetings.
  • Collaborate with business users, policy teams, developers, vendors, and state agencies to gather requirements and deliver business solutions.
  • Provide end-user training, knowledge transfer, documentation, and mentoring to junior analysts and support staff.
  • Maintain ServiceNow, BOSSDesk, and other incident management systems with accurate documentation and timely status updates.
  • Ensure system security, data integrity, regulatory compliance, and operational excellence across CAPPS Financial applications.
  • Support statewide ERP initiatives, legislative changes, and enterprise-wide financial system enhancements.
  • Perform additional system analysis, configuration, testing, and project support activities as assigned.
Minimum Recruitments:
  • Extensive knowledge and understanding of State of Texas applicable policies.
  • Extensive technical skillsets needed with App Designer, Integration Broker, assorted SQR/SQL, BI Publisher, SAP Business Objects, etc. to support functional responsibilities.
  • Extensive knowledge and experience performing system configuration changes.
  • Experience working with the Asset Management (AM) core module of PeopleSoft FSCM version 9.2
  • Extensive knowledge supporting and providing oversight with batch jobs, i.e., Run My Jobs (RMJ)
  • Extensive knowledge of security best practices, NIST standards, and multi-tenancy applicability for a statewide ERP instance.
  • Extensive Texas public sector experience, directly working for or supporting a large network
  • (30 or more) of Texas state government agencies
  • Extensive experience creating and managing a strategic roadmap by combining strong planning skills, functional insight, and effective cross-functional communication
  • Extensive familiarity with support tools such as PUM, Fluid and Elastic Search
  • Experience performing functional project management activities in support of CPA's CAPPS program
  • Experience providing Tier 2 Service Desk Support for a large network (30 or more) of agencies with a Managed Services vendor providing Tier 3
  • Experience participating in Disaster Recovery exercises.
  • Experience preparing and presenting executive-level presentations
  • Experience gathering and presenting applicable data in support of a variety of audits and open records requests.
  • Extensive experience supporting the CAPPS Financials tower in PeopleSoft FSCM version 9.2
  • Experience developing requirements, analyzing, designing, developing, testing, and implementing components of two or more of CPA's statewide systems: CAPPS, TINS, SPA, and USAS
  • Experience planning and coordinating the Fiscal Year Process at a statewide level
  • Experience supporting Priority 1 and Priority 2 incidents in coordination with the Major Incident Management (MIM) process.
  • Experience in interpreting contractual language and integrating it into daily workflows, while consistently holding vendors accountable to contractual requirements
  • Experience preparing WCAG 2.1-compliant materials for distribution.
  • Experience working with the CAPPS Financials Purchasing module
  • Knowledge of Information Technology Infrastructure Library (ITIL) principles and practices for IT activities such as IT service management (ITSM) and IT asset management (ITAM) that focus on aligning IT services with the needs of the business
  • Experience working with the Purchasing core module of PeopleSoft FSCM version 9.2
  • Experience working with the General Ledger core module of PeopleSoft FSCM version 9.2
  • Experience working with the Accounts Payable core module of PeopleSoft FSCM version 9.2
  • Experience working with the Accounts Receivable/Billing non-core module of PeopleSoft FSCM version 9.2
  • Experience working with the Inventory non-core module of PeopleSoft FSCM version 9.2
