Minimum Qualifications

Bachelors Degree. A minimum of three years of experience in project management to include establishing a project charter/roadmap, resource allocation, and monitoring performance and quality metrics.

Preferences

  • Working knowledge of public sector procurement, contract administration, and change order processes is desired.
  • Strong written communication skills, with experience preparing executive-level correspondence, are desired.
  • Experience coordinating across Architecture and Engineering consultants, contractors, regulatory agencies, and client departments is preferred

Recruitment Notes

The Program Management Specialist serves as the official County representative and single accountable manager for assigned County projects from initiation through closeout. Reports to a Program Management Manager who handles high-level matters that require escalation to Directors or executive leadership, distinct from day-to-day project management. Responsibilities span every phase of the project lifecycle and include:

  • Defining and validating project scope, schedule, and budget at initiation
  • Procuring and managing Architecture, Engineering, and construction services through Professional Service Agreements and construction contracts
  • Leading design phase deliverables and reviews, coordinating with the PMOs licensed technical bench for technical review of consultant designs and contractor work
  • Overseeing construction administration, including submittals, RFIs, change orders, field coordination, and permit administration
  • Identifying schedule delays early and working with consultants and contractors to implement recovery plans
  • Reviewing, negotiating, and approving consultant scope, fees, task authorizations, and monthly invoice payments
  • Managing project documentation in accordance with PMO standards and County reporting systems
  • Coordinating with client departments, regulatory and permitting agencies, and project stakeholders throughout the project lifecycle
  • Preemptively identifying and escalating any project condition that may expose the County to legal, financial, contractual, or schedule risk, including matters requiring contractual amendments, significant financial modifications, schedule extensions, or any change to the original resolution or agreement with a vendor
  • Delivering the project to closeout, including final inspections, certifications, and project record turnover
