Minimum Qualifications

Bachelors degree. Five years of progressively responsible professional experience in capital project delivery, project management, contract administration, or capital budgeting is required. Additional experience in capital project delivery, project management, contract administration, or capital budgeting may substitute for the required education on a year-for-year basis. Experience leading a public-sector capital project management office or an equivalent organization is preferred.

Recruitment Notes

The PMO Division Director 2 is the senior executive leading the Project Management Office (PMO), which is responsible for the delivery of a capital project portfolio valued in the hundreds of millions of dollars, including multiple flagship projects of significant scale and complexity serving critical County operations. The role oversees a multidisciplinary team of project managers, licensed architects and engineers, and administrative staff, and is accountable for the delivery of the Countys capital project portfolio managed through the PMO across all phases of the project lifecycle, including initiation, procurement, design, construction, and closeout. The Division Director engages directly with the Department Director, the Mayors Office, client departments, and other County agencies on portfolio strategy, capital funding, procurement, and major contractual matters. Responsibilities include:

Setting the strategic direction, performance standards, and operating priorities of the PMO

  • Identifying the needs of the PMO and developing the strategy, resources, and structure required to achieve them
  • Representing the PMO to the Department Director, client departments, other County agencies, external stakeholders, and oversight bodies
  • Engaging directly with stakeholders at the executive level to coordinate, address, and resolve high-level matters affecting the PMO portfolio
  • Overseeing the strategy and execution of high-level flagship capital projects
  • Overseeing PMO staffing, resource allocation, reporting structure, and related personnel matters
  • Preparing Board items, contractual amendments, significant financial modifications, and major procurement actions for executive review and approval
  • Coordinating and addressing emergency matters affecting the PMO portfolio
  • Coordinating on behalf of the PMO with other Departments, Strategic Procurement, Finance, Contracts, Risk Management, and the Office of Management and Budget
  • Escalating portfolio-level matters that require executive or elected official attention
  • Leading and supporting PMO leadership and staff to facilitate day-to-day operations
  • Recruiting, developing, and retaining PMO leadership.

Preferred Qualifications:

  • Active Registered Architect (RA), Professional Engineer (PE), or Certified General Contractor in the State of Florida is preferred.
  • Progressively responsible experience in capital project delivery, with significant experience in executive or senior managerial roles, is desired.
  • Experience leading a public sector capital project management office or equivalent organization is desired.
  • Working knowledge of public sector procurement, contract administration, capital budgeting, and Board approval processes is preferred.
  • Strong written and verbal communication skills, with experience preparing and delivering executive-level briefings and Board documentation is desired.
