The Payroll, Tax & Accounting Compliance Analyst owns the company's multi-state payroll, sales and use tax, and payroll-related general ledger functions. This is not a transactional processing role: the Analyst is the company's subject-matter authority for payroll and indirect tax compliance, exercising independent judgment to interpret federal, state, and local regulations, determine how they apply to the company's operations, resolve complex and ambiguous compliance matters, and advise management on risk, policy, and process. The Analyst designs and continuously improves the controls, procedures, and systems that govern these functions and represents the company in dealings with taxing authorities and external auditors.
Key Responsibilities
Payroll Function Ownership & Compliance
- Own end-to-end administration of the multi-state payroll function, with accountability for accuracy, timeliness, and regulatory compliance across all jurisdictions in which the company operates
- Interpret and apply federal, state, and local wage-and-hour, withholding, and payroll tax requirements; independently research new or changing regulations, determine their impact on the company, and implement required changes to policies, systems, and procedures
- Exercise independent judgment in resolving non-routine payroll matters, including disputed wages, retroactive adjustments, taxability determinations for compensation and fringe benefits, garnishment and levy compliance questions, and multi-state taxation issues for remote and traveling employees
- Design, document, and maintain payroll internal controls and standard operating procedures; identify control gaps and recommend and implement corrective measures
- Evaluate, configure, and optimize the payroll system (Paylocity) and related integrations; serve as the company's administrator and decision-maker for payroll system setup, earning/deduction code design, and tax jurisdiction configuration
- Manage payroll-related audits (workers' compensation, 401(k), state unemployment, DOL inquiries), acting as the company's primary point of contact and determining the appropriate response, documentation, and remediation
- Partner with HR and department leaders to advise on the payroll and tax implications of compensation decisions, new hires in new jurisdictions, terminations, and benefit plan changes; establish state tax registrations and accounts as the company's footprint changes
Sales & Use Tax Strategy & Administration
- Own the company's multi-state sales and use tax compliance program, including determining filing obligations, monitoring nexus as business activity changes, and registering the company in new jurisdictions as required
- Make taxability determinations for the company's products, services, and purchases across jurisdictions, researching statutes, regulations, and rulings and documenting the basis for positions taken
- Manage the Preparation and filing of sales and use tax returns, with authority to commit company funds through tax remittances
- Manage state and local tax audits, notices, and inquiries: assess exposure, determine the company's response strategy, negotiate with taxing authorities as appropriate, and recommend settlements or corrective action to management
- Design and maintain the exemption certificate program and use tax accrual process, including establishing procedures followed by other departments
- Evaluate and recommend tax automation solutions (e.g., Avalara, Vertex) and lead their implementation and ongoing configuration
Accounting, Reporting & Advisory
- Own monthly reconciliation and analysis of payroll and tax-related general ledger accounts; investigate variances, determine root causes, and direct corrective action across departments
- Analyze payroll and tax data to identify trends, exposures, and cost-saving opportunities; present findings and recommendations to management
- Prepare and approve journal entries within the scope of the role; contribute analysis to month-end and year-end close
- Serve as the finance team's advisor on payroll and indirect tax matters for special projects, including entry into new states, acquisitions, entity changes, and new compensation programs
- Support external financial audits by determining what documentation and analysis is responsive to auditor requests and explaining the company's positions and controls
Qualifications
- Associate's Degree or Combination of Equivalent Experience
- Demonstrated experience owning (not solely executing) multi-state payroll and/or sales and use tax compliance, including independent regulatory research and audit management
- Strong command of federal and state payroll law, indirect tax principles, and GAAP
- Experience administering and configuring ERP/accounting systems and Paylocity payroll software
- Advanced Microsoft Excel and financial analysis skills
- Proven ability to work independently, make defensible judgment calls on ambiguous compliance questions, and communicate recommendations to leadership
- High integrity and discretion with confidential compensation and financial information
Preferred Qualifications
- Bachelor's degree in Accounting, Finance, or related field
- 3+ years of progressive payroll/tax/accounting experience, including compliance ownership
- Certified Payroll Professional (CPP) or CPA designation
- Experience in manufacturing or project-based industries
- Experience implementing or administering sales tax platforms such as Avalara or Vertex
Physical Requirements:
- Prolonged periods sitting at a desk and working on a computer.
- Must be able to lift up to twenty-five pounds at times.
Work Environment:
May work in various settings at the Maverick Power facilities, in offices, in multiple shops, and in commercial buildings. Maintaining the same position or posture while performing tasks and sitting for prolonged periods.
