Performs all functions associated with the preparation, distribution, and reporting of payroll for the City of Bryans Fiscal Services Department.

Essential Job Functions

  • Processes bi-weekly payroll and prepares a variety of related payroll reports including tax deposits, 941 quarterly filings, and W-2s and other year-end reports.
  • Maintains a variety of files and records related to the Citys payroll system.
  • Calculates and transmits correct amounts to payroll bank account, ICMA and TMRS (including TMRS monthly reports).
  • Processes child support and prepares accounts payable group for child support checks.
  • Pays all payroll taxes and submits appropriate reports in a timely manner.
  • Prepares and checks journal entries for payroll, payroll taxes and benefits.
  • Enters payroll adjustments and reconciles payroll accounts.
  • Researches and resolves payroll issues.
  • Answers a variety of payroll related questions from City employees; explains City payroll policies and procedures.
  • Provides good customer service in response to the needs of the City employees and outside agencies and individuals.
  • Tests new software releases and attends software training.
  • Performs related duties as required.
  • Responds regularly and promptly to work.

Minimum Qualifications

  • High School diploma or GED plus some additional training and/or course work in accounting, finance, business, or office administration.
  • Minimum of four (4) years of payroll processing or accounting experience, preferably in the public sector.

Equivalent combinations of education, experience, certification (FPC and/or CPP), and training may be considered.

Knowledge, Skills & Abilities

Knowledge of:

  • Proper customer service and telephone etiquette.
  • Modern office procedures, methods, and equipment including computers and associated equipment.
  • Principles and procedures of payroll and financial record keeping.
  • Basic math including ability to add, subtract, multiply, divide and compute percentages; ability to use a 10-key calculator with speed and accuracy.

Ability to:

  • Learn department functions thoroughly to provide general information and explain detailed department processes and procedures.
  • Work independently and efficiently follow established practices and procedures.
  • Demonstrate good judgment and a professional demeanor.
  • Handle multiple tasks, prioritize and organize work assignments, and meet established deadlines.
  • Handle a diverse set of customer inquiries politely and professionally.
  • Use spreadsheet and word processing applications to compose or edit a variety of documents.
  • Establish and maintain basic and complex records, documents and files.
  • Perform responsibilities with a high degree of accuracy and attention to detail.
  • Maintain a high level of integrity and discretion in handling confidential information.
  • Demonstrate satisfactory performance and a willingness to take on new responsibilities.
  • Demonstrate regular, reliable, and punctual attendance and utilize leave responsibly to ensure sufficient coverage of departmental operations.
  • Abide by City and department administrative directives, policies, and procedures.
  • Provide management with sound, positive advice, and information concerning the incumbents area of responsibility.
  • Establish and maintain cooperative working relationships with those contacted in the course of work and communicate effectively with the public and other required entities.

Skills:

  • Strong personal computer skills, including the ability to efficiently utilize a variety of office equipment. Must be proficient with Microsoft Office (Word/Excel/PowerPoint/Outlook) and able to promptly learn other job-specific programs as needed.
  • Deep understanding of payroll tax laws and compliance.
  • Exceptional attention to detail and analytical skills.
  • Strong verbal and written communication skills, with the ability to communicate with tact and diplomacy.

  • Strong planning, organizational, problem-solving, and time management skills.

Licenses, Certifications & Special Requirements

  • Texas Class C drivers license with a good driving record as measured by the Citys evaluation system.
  • Fundamental Payroll Certification (FPC) and/or Certified Payroll Professional (CPP) is a plus, but not required.

Physical Demands

Physical demands include but are not limited to: sitting, talking, hearing, seeing, standing, walking, driving, bending, reaching, twisting, pushing, pulling, using hands and fingers to operate office equipment and machines, and occasionally lifting and/or moving objects up to and including 25 pounds.

Working Conditions

Work is performed primarily in an office setting or a well-lighted and temperature-controlled working environment.

Equipment

Work shall be performed with tools, appliances and equipment approved by those agencies and bodies that have control, authority, or approval of the design working ranges or limitations of those items; the employee has the responsibility to conform to those ranges and limitations.

Equipment may include but is not limited to: multi-line telephone, computer, printer, fax, copier, scanner, 10-key calculator, and vehicle.
