Job Summary

The Payroll manager reports to the shared Director of Payroll and the Executive Director of Financial Services. The Payroll Manager performs professional accounting work with administrative responsibility for all aspects of payroll. Works under minimum supervision but is expected to resolve work problems as they arise, make independent decisions, and work on most assignments with substantial independence. Human resource and payroll functions are highly integrated and require coordination between the HR Department and the Payroll Department. Duties and responsibilities include, but are not limited to, the following:

Duties/Responsibilities

ESSENTIAL JOB FUNCTIONS

  • Audits and reviews F3.2's and ensures data is entered into the system in a timely manner, and all payroll deadlines are met.
  • Reviews time sheets for student and hourly personnel, making corrections necessary.
  • Run trial payrolls, final payrolls, voids, and replacement checks. (Monthly payrolls include regular payroll, supplemental payroll, and student payroll.)
  • Responsible for all aspects of distribution of payroll checks.
  • Audits and reconciles payroll related entries in Banner system and prepares disbursement entries.
  • Prepares and remits payroll taxes timely and files quarterly taxes
  • Reconciles insurance deductions for each employee in Banner. Remits payments due to ERS with a T-Document (RTI) for Fund 285 employer portion for employees and retirees. Remits employee deducts by electronic transfer.
  • Reconcile TRS deductions with TRS file. Remits file and payments to TRS by electronic transfer.
  • Reconciles the depository account.
  • Establishes and maintains accounts with ORP/TSA vendors. Assemble payroll deductions with annuities or other appropriate reports; transmits to appropriate vendor/agency. Records wire transfers for ORP/TSA payments and reconciles ORP/TSA payments to ledger. Prepares and submits annual reports to THECB.
  • Resolves problems and answers questions concerning payroll matters for employees and departmental administrators.
  • Serves as backup to run check cycles in Banner.
  • Keeps abreast of all State/Federal guidelines, regulations and legislative changes affecting payroll and benefit charges.

OTHER JOB FUNCTIONS

  • Prepares W-2's and ensures that all miscellaneous payments to employees are properly reflected on the W-2.
  • Prepares annual SORM report.
  • Prepares and submits reports to State Comptroller's Office and other State and Federal Agencies.
  • Determines eligibility of individuals for exemption of FICA.
  • Provides technical assistance to staff in handling new payroll procedures.
  • Perform other related duties as assigned by Director of Accounting, Director of Finance, Controller, Executive Director of Financial Services, AVP of Finance or Vice President for Finance and Operations.

Minimum/Preferred Qualifications

Education

  • Associate's degree or Bachelor's degree in related field is strongly preferred but related years of experience may be substituted.

Experience

  • Requires related experience, or an equivalent combination of education, training, and experience that provides the required knowledge, skills, and abilities. Three to five years on job leading to this, or similar job are strongly preferred.

Supplemental Information

Knowledge, Skills, and Abilities

Some knowledge of automated accounting systems. Working knowledge of state regulations and policies pertaining to public funds and government finance. Skill in use of adding, computing, and related office machines. Ability to operate microcomputers or computer systems. Experience in Excel and word processing programs preferred; knowledge of mainframe systems a plus. Ability to work accurately with numerical detail; to analyze, consolidate and interpret accounting data in clear concise form. Must comply with established agency policies and standards.

Physical Requirements

Extreme ambulatory requirements; extreme cognitive requirements; normal speech - communication requirements; normal written communication requirements; acute visual requirements; normal or corrected hearing requirements; and moderate travel required. Requires frequent sitting, standing, walking, client/customer contact, and indoor activity. Requires occasional kneeling, squatting, bending, crawling, climbing, carrying and lifting objects up to 25 pounds.
