Introduction
The Pathways to Public Service Program is an initiative that strengthens the pipeline of diverse talent from local colleges and universities into District government roles. The program is designed to provide 12-month public service apprenticeships, professional mentorship, and direct hiring pathways for participants into full-time government employment. Participants gain practical skills and mentorship, while employers benefit from a pipeline of early-career talent, fresh ideas, and coordinated support from DOES and DCHR.

Duties and Responsibilities
Consults with agency representatives to develop information regarding programming. Develops project management work plans and schedules showing the sequence of tasks, target dates and persons responsible for the various activities, which must be coordinated over the duration of projects. Estimates the time required for such activities as the preparation of proposals, review of proposals, preparation of design intent drawings, development of independent estimates, negotiation of contracts, dates for best and final offers and awards, development of construction documents and specifications, construction of spaces, occupancy by agencies, and inspections of the completed projects based on the complexity and scope of projects, expiration dates and input from team members regarding lead times (e.g., required for information technology services or large amounts of systems furniture). Coordinates project clearances and plans with community groups, regulatory agencies, zoning boards, historical groups, city, county, state, Federal, and non-Federal commission, boards and groups as needed by the scope of the projects.
Coordinates the input and required clearances of client-agency management, lessors, code officials, expert advisers, top management of the District and various team members and contract personnel at the appropriate times. Develops technical performance requirements that are used in describing the scope of work for the Solicitation for Offers and that serve as the basis for architectural and engineering specifications. Provides assistance in the development of new or special clauses or provisions for lease and contract documents to cover unusual situations. As required, explains the scope of work to assist others in preparing cost proposals. Provides assistance in establishing budgets for projects and assists determination of the appropriate client-agency or DGS funding sources for various build-out features. (Budget plans cross several fiscal years and may include funds from DGS and client-agency allocations, and lessor sources of financing.) Incumbent must be creative regarding financing of projects as well as private sector financial alternative and how they may be applied.
Qualifications
To participate in the Pathways to Public Service, you must have the following eligibility requirements:
Specialized Experience: This position requires one (1) year of specialized experience equivalent to the next lowest grade level in the District of Columbia government. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. Specialized experience is experience which is directly related to the line of work of the position and has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position.

The majority of the work is performed in an office which is an adequately heated, lighted, and ventilated.

Tour of Duty: Monday - Friday 8:30 am - 5:00 pm
Operating Status: In-person reporting, flexible and limited telework options available upon position eligibility and operational needs.

Collective Bargaining Unit: This position is not covered under collective bargaining.
Position Designation: This position has been designated as Security Sensitive therefore the incumbent of this position will be subject to enhanced suitability screening pursuant to Chapter 4 of DC Personnel Regulations, Suitability, and as such, incumbents of this position shall be subject to criminal background checks, background investigations, and mandatory drug and alcohol testing, as applicable.
