DESCRIPTION

The City of Wilmington is a top Delaware employer with the Department of Parks & Recreation being an award- winning department that cultivates positive community relationships offering a variety of recreational, educational and cultural activities to the community. The work of this position involves overall responsibility for all the facets of park maintenance and includes handling personnel matters of a large staff and other administrative responsibilities.

DUTIES AND RESPONSIBILITIES

The Parks Maintenance Supervisor will oversee the daily operations to upkeep parks, green spaces, and recreational areas safe, clean, and welcoming for the community. This individual will manage maintenance

crews, coordinate project planning, ensure regulatory compliance, and take pride in supporting the City's commitment to high‑quality public spaces. The Parks Maintenance Supervisor will report to the Superintendent

of Maintenance. Additional responsibilities include:

  • Determines Park maintenance needs by organizing, scheduling, and reviewing maintenance assignments.
  • Inspects parks daily to ensure work is completed and periodic reports are generated when needed.
  • Oversees the setup and breakdown of special events held throughout the city.
  • Oversees encampment site cleanup operations, including the removal of trash, debris and abandoned materials in coordination with applicable agencies.
  • Oversees the upkeep of William "Hicks" Anderson Community Center (WHACC) building, WHACC Pool, and Fitness Center to ensure safety and cleanliness.
  • Directs the maintenance and recreational staff, as well as coordinating different program instructors organized by the Departments of Parks and Recreation.
  • Reviews inventory of materials, supplies, and equipment.
  • Stays up to date on the current division budget and bookkeeping practices.
  • Collects all data for current software applications.
  • Supervises, trains, and redirects employees as needed, ensuring that all employees are working properly and efficiently.
  • Ensure that all employees are up to date with their OSHA training and are compliant with OSHA regulations.
  • Possess and maintain a valid "CDL" Class B driver's license with good driving record, and ability to pass drug screening as mandated by the Federal Department of Transportation for CDL drivers.
  • Supervises snow removal/operations.
  • Performs all related work as required.

EDUCATION AND EXPERIENCE

Graduation from a four (4) year college with a degree in some related grounds maintenance industry; or any equivalent combination of experience and training which provides the required knowledge, skills, and abilities.

  • Knowledge: Knowledge in HVAC, plumbing, and electrical track. Hands-on with Microsoft Windows, Excel, and PowerPoint and able to adapt to current programming used by Maintenance Division (Kronos

and Munis)

  • Skills: Skills in Supervisory experience in landscaping, maintenance work, or related activities. Possess good oral and written communication skills.
  • Abilities: Ability to Completion of National Parks and Recreation Maintenance Management School.

Ability to obtain and maintain, National Playground Safety Instruction Certification, and Turf Management and Pesticide Application Certification.

  • Licenses: Possess and maintain a valid CDL B with a good driving record.

CANDIDATE EVALUATION

Evaluation for this position includes a review of the applicant materials, certification of qualified applicants, testing in Word, Excel, PowerPoint and a panel interview (in-person or virtual).

WORKING CONDITIONS AND PHYSICAL REQUIREMENTS

All selected applicants must pass a criminal background investigation and have a pre-employment physical.

  • Physical Requirements: Regularly required to use hands to handle, feel, or operate objects, tools, or controls; and reach with hands and arms. Frequently, is required to stand and talk or hear. Occasionally required to walk, sit, climb, balance, stoop, kneel, crouch, or crawl and smell. Frequently lift and/or move up to 25 pounds.
  • Vision: Close vision and the ability to adjust focus.
  • Working Conditions: Regularly works in outside weather conditions. Works in inclement weather. Frequently works near moving mechanical parts and is frequently exposed to wet and/or humid conditions and vibration. Noise level in the work environment is usually loud. Occasionally works in high, precarious places and is occasionally exposed to fumes or airborne particles, toxic or caustic chemicals, and risk of electrical shock.
  • Location and Schedule: Maintenance Division at the Turner Building. Hours of operation are 8:30am- 4:30pm. Working hours may need to be adjusted occasionally, may require working in the weekend and/or during special events and inclement weather conditions.

Compensation encompasses both salary administration and a comprehensive benefit package:

  • Salary Administration: New employees are hired at the starting salary up to the median salary/ step four based on qualifications and internal equity within the classification. Merit increases are given after a satisfactory performance review.

Sick Leave: Accumulates at the rate of one day for each completed month of service, beginning after the first full month of employment.

Vacation: At least eight (8) hours of vacation per month after the completion of the first six (6) months of continuous employment until the next January 1. Each January 1 thereafter, employee will be credited with at least ninety-six (96) hours* of vacation for the calendar year, until the completion of five (5) years of continuous service.
