JOB SPECIFICS

This position is located at Washington County's south parks maintenance facility at St. Croix Bluffs Regional Park in Hastings, Minnesota. Maintenance activities for parks in the southern half of the county and the Historic Courthouse in Stillwater, MN are based out of this facility.

The Parks Maintenance Supervisor I is responsible for coordinating and managing all parks maintenance operations, including assessing needs, prioritizing service requests, and inspecting facilities to ensure safety and functionality. Plan and schedule work, oversee equipment selection and chemical applications, and direct activities such as trail grooming, snow and ice control, irrigation, pruning, and building security. Manage vendor selection and contracts, ensure regulatory compliance, and identify and correct hazards in parks and trails. Collect and analyze data for reports, prepare budgets and annual work plans, and collaborate with other County and Public Works divisions. Supervise staff, including hiring, scheduling, training, performance management, and guiding teams through operational changes while ensuring adherence to policies and procedures.

In addition to the above duties, the Parks Maintenance Supervisor II role provides expanded leadership by coordinating specialized projects with external partners such as Sentence to Serve crews and other public agencies and developing comprehensive building maintenance programs. The position also serves as acting Parks Maintenance Manager when assigned.

This is a supervisory position for a growing group, currently consisting of three (3) full-time maintenance workers and approximately ten (10) seasonal employees. Communication skills, supervisory skills, computer fluency, and the ability to take input and make decisions are all important for this position.

This is not a work from home position.

HOURS / DAYS: 7:00 am - 3:30pm / Monday - Friday / 40 hours per week. Work schedules (hours and days) and location are subject to change based on department needs.

ANTICIPATED HIRING RATE: $34.00 - $46.38 per hour (May be hired at the Parks Maintenance Supervisor II level depending on qualifications)

JOB SUMMARY

The Parks Maintenance Supervisor I supervises the work of assigned staff and the operations of the maintenance unit within the Parks Division within the framework of established regulations, policies and Public Works Department strategic plans. This position ensures excellent program and service delivery by working directly with staff, other County divisions and the public and participates in the budget process.

EMPLOYMENT CRITERIA

MINIMUM QUALIFICATIONS: This position requires a high school diploma, and five years of park maintenance experience, or equivalent; must possess a Commercial Drivers License (CDL) Class B with Airbrake Endorsement. Must be able to attain a Certified Pool Operator (CPO) certificate and become a Certified Minnesota Tree Inspector and licensed Pesticide Applicator within established timeframe.

PREFERRED QUALIFICATIONS:

An associate or bachelors degree in related area is desired. Prior experience in personnel recruitment and coordination, project management, park facility operation, operating manual development, programming, and previous lead or supervisory experience is highly desired.

DUTIES & RESPONSIBILITIES

• Coordinate Parks Maintenance program and services delivery.
• Evaluate, assess and prioritize needs and service requests for the parks.
• Inspects Park buildings, trails, grounds and other park facilities to determine and evaluate the need for maintenance activities.
• Prioritizes work and develop work schedules; and assigns equipment and workers to complete identified maintenance activities.
• Solicits quotes, selects vendor and administers contracts for businesses to provide services in the parks.
• Direct trail grooming and snow and ice control activities in parks.
• Evaluate and select equipment that provide the efficiency and reliability to perform grounds and park maintenance functions.
• Evaluate and determine product, use, timing, and rate of application for fertilizers, herbicides and other chemicals for grounds, trees, shrubs and park areas.
• Direct the pruning of trees, shrubs and other plant material.
• Direct the selection and operation of irrigation systems (installation, repair, scheduled watering and application rates).
• Secures Park buildings.
• Inspect and correct deficiencies with park and playground equipment.
• Identify and correct potential hazards to the public involving the use of parks, grounds, and trails.
• Collect and interpret data to create reports and surveys.
• Ensure safety compliance.
• Plan, prepare, and monitor budget sections (operating, capital improvement needs, maintenance equipment and vehicles).
• Prepare annual work plan to support goals and performance measures.

WORK ENVIRONMENT

Work is performed in all weather, 30% inside, and 70% outside. Lifting requirement of up to 50 pounds on an occasional basis. Exposures include chemicals, hazardous waste, noise, gasoline and diesel fumes, uneven terrain, controlled prairie burns seasonal temperature extremes, bodily fluids, communicable diseases, hazardous waste, unpredictable/challenging human behavior, and driving in adverse road conditions. Equipment used and duties include being able to perform the following movements on an occasional to frequent basis, walking, bending, turning/twisting, pushing/pulling, kneeling, squatting, reaching, grasping and finger manipulation. Work locations include a mixture of office and field work. May require the following on an occasional basis, lifting up to 60 pounds or higher amounts with assistance. All require the use of standard office equipment (including computers with Microsoft Office programs) and a variety of hand and power tools common to park keeping, automatic and manual transmission trucks, tractors, mowers, skid steer loaders, boats, seeders, fertilizer spreaders, chain saws, aerators. The Supervisor I may need to assist workers or demonstrate safe use of equipment. All are subject to driving vehicles. Working conditions vary by assignment and percent of field work varies as well. Exposures may include the above but are not limited to. Additional physical/mental requirements may not be listed above but are inherent to the job functions.
