We are seeking an experienced P&C Liability Supervisor to serve as the primary managerial liaison between Davies (as the Third-Party Administrator) and the Maryland Transit Administration (MTA) Transit Insurance Group (TIG).
This role is a critical leadership position responsible for overseeing day‑to‑day claims operations, supervising TPA claims staff, ensuring strict compliance with MTA/TIG claims handling guidelines, and serving as the primary point of contact for MTA Claims Management.
During the transition period, the Project Manager will be the first Davies employee trained within the MTA TIG Department and will subsequently assume the Senior Claims Supervisor role, directly supervising all assigned TPA staff operating under the MTA TIG contract.
Key Responsibilities
Serve as the primary liaison between Davies and MTA TIG Claims Management
Supervise and manage all Davies TPA claims staff assigned to the MTA TIG operation
Certify and confirm that all TPA staff:
Have successfully completed required background, criminal, and warrant checks
Have passed the required Claims Interview Test
Meet all MTA hiring and retention requirements prior to resume submission
Ensure consistent compliance with MTA/TIG Claims Manual policies, procedures, and service standards
Maintain operational readiness, audit preparedness, and contractual compliance at all times
Provide effective supervision of claims adjusting staff, including:
Attendance management (absenteeism and lateness)
Performance management and disciplinary actions
Retraining and professional development
Termination and dismissal processes when required
Serve as the escalation point for all staffing issues
Provide clear, detailed direction and expectations to adjusting staff
Initiating contact with appropriate parties within 48 business hours of assignment
Obtaining recorded or written statements
Securing police, fire, and government agency documentation
Identifying and interviewing witnesses
Obtaining index information on injured parties
Securing and evaluating all medical documentation and treatment
Preparing detailed claim summaries and status reports
Negotiating and settling claims based on documented liability and damages
Obtaining vehicle appraisals and MTA estimates
Identifying subrogation potential
Conducting or coordinating accident scene investigations as necessary
Confirm completion of:
Daily Diary entries
Serious Exposure reports at both staff and supervisory levels
Ensure adjusters maintain an active caseload of 150-175 claims through effective diary management
Monitor and confirm proper reserving practices and ongoing reserve reviews
Ensure staff use only MTA‑approved vendors and contractors, and only with written MTA authorization
Confirm that unauthorized vendor usage does not occur; Davies bears responsibility for any unauthorized costs
Coordinate with MTA Defense Counsel:
Provide accurate investigative documentation and evidence
Assist with litigation preparation and defense strategy
Appear in court or hearings as required
Provide enhanced oversight for high‑exposure, sensitive, or serious accident claims at MTA's direction
Upon completion of MTA TIG training, provide initial and ongoing training to Davies staff on:
MTA Insurance Claims Management systems
Microsoft Word, Excel, Access, and related tools
Support ongoing system adoption, compliance, and reporting accuracy
Skills, knowledge & expertise
Bachelor's degree from an accredited college or university
Minimum 8 years of claims experience, with emphasis on:
General liability
Automobile liability
Bodily injury claims
Minimum 5 years of supervisory or management experience
Extensive knowledge of:
Maryland Motor Vehicle Regulations
Maryland tort and negligence law
Claims investigation, evaluation, and resolution practices
Proven experience with litigation management and defense strategy
Demonstrated ability to recruit, train, supervise, and lead claims professionals
