The Naval Undersea Warfare Center Keyport Division Detachment Pacific (Code 04/TDC) serves as NUWC’s forward presence across the Middle Pacific, Guam, and WESTPAC, providing site and detachment management under the Commanding Officer’s delegated authority. Responsibilities include oversight of program management, operations, safety and occupational health, security, personnel administration (including EEO and professional development), environmental compliance, emergency preparedness, facilities and space management, and proper use of government resources and funds. The detachment also manages on-site operations, executes Navy program duties, oversees military personnel allowances, and acts as the command’s liaison with local installation leadership for services and support. Supported divisions include the Hawaii Fleet Test and Operational Assessment Division (Code 24), Pearl Harbor Torpedo Division (Code 34), and Fleet Technical Support Division (Code 45).

 

Reporting to the Program Manager, the Operations Research Analyst (Sonar Technician) supports the technical analysis and assessment of Undersea Warfare (USW) combat systems for the Naval Undersea Warfare Center (NUWC) Keyport Hawaii Detachment on the HI Detachments support services contract. This includes Combat System Sea Qualification Trials (CSSQT), Developmental Testing (DT), Integrated Testing (IT), and Operational Testing (OT) of U.S. Navy ships and platforms. This position is located in Honolulu, HI (Ford Island). The ideal candidate applies operations research, data analysis, modeling, and statistical methods to evaluate USW combat systems (e.g., hull sonar, towed arrays, LAMPS, SVTT, auxiliary sonar). Working with moderate independence under senior analyst guidance, the role reconstructs and analyzes test data, supports at-sea and shore-based evaluations, develops analytical products, and provides recommendations to improve system effectiveness and readiness. Requires travel and periodic underway support aboard U.S. Navy ships.

What You'll Do:
  • Conducts technical analysis, performance assessment, and data reconstruction from CSSQT, DT, IT, and OT events for USW combat systems.
  • Applies operations research techniques, statistical methods, and modeling tools to evaluate system effectiveness, tactics, and operational performance.
  • Supports at-sea testing and ship-riding events, including collection, processing, and analysis of real-time and post-event data.
  • Develops analytical reports, briefings, and technical recommendations for government stakeholders.
  • Assists in estimating time, resources, and costs for analysis tasks and test support activities.
  • Participates in Government-provided training to qualify in Tactical Qualification System (TQS) areas as required by PWS 2.8.
  • Provides technical and administrative support for USW Combat Systems Technical and Administrative Test and Evaluation activities.
  • Bid and proposal support if requested.
  • Other duties as assigned.
What We're Looking For:

Required Qualifications:

  • An active secret clearance is required to be considered for this position.
  • Bachelor’s degree from an accredited university in Operations Research, Mathematics, Statistics, Engineering, or a related quantitative field is required.
  • At least three to seven (3-7) years of professional experience in operations research, data analysis, or systems analysis.
  • Solid understanding of operations research principles, statistical analysis, data modeling, and quantitative methods.
  • Ability to apply analytical techniques to U.S. Navy combat systems, sonar technologies, and Undersea Warfare (USW) operations.
  • Proficiency with analytical tools such as MATLAB, Python, R, or advanced Excel functions.
  • Must possess basic computer literacy and data entry skills.
  • Demonstrated proficiency in Microsoft Office applications (to include MS Word, Excel, PowerPoint, etc.).
  • Strong attention to detail and organizational skills.
  • Excellent verbal and written communication skills.
  • Demonstrated problem-solving skills.
  • Must possess strong time management skills.
  • Must be able to work in a fast-paced, changing, and challenging environment.
  • Must be legally authorized to work in the United States without the need for employer sponsorship, now or at any time in the future.

Desired Qualifications:

  • Prior experience in U.S. Navy shipyards, warfare centers, or defense contractor environments, particularly supporting AN/SQQ-89 or similar USW systems.
  • Familiarity with shipboard operations, at-sea testing, and test and evaluation processes.
  • Experience in sonar systems analysis or ASW tactics reconstruction.
  • Experience supporting Navy or commercial ship operations and testing activities.
  • Demonstrated background in acoustics, sonar, or undersea warfare systems analysis.

Physical Requirements:

  • Must be able to remain seated in a stationary position 50% of the time. Must also be able to alternate between sitting, standing, and walking.
  • The work requires some physical exertion, such as long periods of standing, or recurring and
    considerable walking, stooping, bending, crouching, and climbing such as in performing regular shop activities, inspections, or to observe and study operations in an industrial or comparable work area or onboard submarines and in weapon facilities.
  • Travel Required: ~20% travel required (underway time on-board Navy ships or submarines shall be required to support this task. Extensive travel and at-sea underway periods are required to Fleet Test Ranges, ship homeports and FMS ports).

 

INDUS aims to provide a competitive compensation package, including a strong pay for performance rewards approach. The expected base pay range for this position is $74,089.60 – $94,078.40 per year.
