Position Requirements:
  • The Operations Officer Program Manager (OOPM) provides detailed planning related to various complex management projects, issues, and initiatives.
  • The OOPM coordinates projects and assures that priority actions are coordinated and properly executed to assure timely, cohesive, and accurate execution of work.
  • The OOPM prepares hard copy and electronic presentation materials, including overseeing graphics development. Uses acquisition guidance from DoD, HQDA, and the organization to develop, prepare, and staff program documents to include Acquisition Strategies, Acquisition Plans, System Engineering Plans, Test and Evaluation Master Plans, and Integrated Lifecycle Support Plans.
  • The OOPM prepares graphic materials and provides information required to draft program management documentation and tracks each document through staffing protocol.
  • Acceptable experience requires a substantial role in acquisition program documentation, acquisition program baseline development and management, and the development of supportability and technology development strategies and plans.
Roles and Responsibilities:
  • Providing research for Integrated Product Team (IPT) Leads in the areas of acquisition, system engineering, production quality assurance and test (PQA&T), reliability and maintainability (RAM), cost, and logistics.
  • Updating the formal IPT Charters when required. Facilitates IPT meetings to include location coordination and facilities setup (e.g., telephone connections, audio and visual), invitations, agendas, briefings, and minutes. Schedules and conducts follow-up coordination on all action items resulting from the meetings and reports the status.
  • Coordinating conference room scheduling and facilitating teleconferencing and video conferencing for various meetings and reviews, to include program management reviews, action officer integrated process teams, Army configuration steering boards, and other related leadership and stakeholder meetings and reviews as required by Government leaders.
  • Coordinates documentation and obtains required signatures, revises, copies, and distributes materials for meetings, briefings, and conferences.
  • Uploading drafts and final versions of briefings, charts, written narrative documents, reports, schedules, pictures, videos, and other related products to electronic database sites as directed by Government leads.
  • Develops and maintains milestone document status and tracking report(s), in Microsoft Excel format, to monitor milestone and program events, document dates, action items, key personnel, and program status.
  • Loads, maintains, and tracks all documents for reviews and program events using Government systems in accordance with Government and organizational procedures. Implements document management and data warehousing solutions to fulfil programmatic and organizational requirements.
Minimum Qualifications:
  • Minimum of 6 years of experience in the last 10 years coordinating and collaborating with the management of complex DoD engineering or technical programs.
  • Experience working on military acquisition programs (preferably ground combat vehicle systems experience).
  • Experience in the preparation and tracking of Program Documentation IAW DoDI 5000.02.
  • Bachelor's degree in engineering, Business, Management Logistics, Quality, Production, or other related technical field covering the specific tasks required by the position.
