POSITION IS LOCATED AT 11575 MAXWELL ROAD, ALPHARETTA, GA

Minimum Qualifications:

Bachelor's degree in Engineering, Construction Management, or a related field; five years of progressively responsible experience in civil engineering or construction management, including 3 years of lead or supervisory experience; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.

Specific License or Certification Required: Must possess and maintain a valid Georgia driver's license. Must possess and maintain a valid GA Class 1, 2, or 3 Wastewater Operator license within six months of employment. Engineer-in-Training (EIT) license preferred.

Specific Knowledge, Skills, or Abilities: Must be able to demonstrate proficiency in performance of the essential functions and learn, comprehend, and apply all county or departmental policies, practices, and procedures necessary to function effectively in the position. Must have on the job training for Contract Administration in a government environment.

Purpose of Classification:

The purpose of this classification is to provide oversight and work with long-term operations and maintenance contractors assigned to wastewater treatment plant facilities and pump stations; maintain and verify regulatory compliance with Fulton County's wastewater treatment plants and pump stations; and advise, lead, and assist in designing, developing and implementing upgrades for all wastewater treatment plants and pump stations in the County. Responsibilities include managing assigned staff, ensuring plant compliance with environmental and other applicable regulations, and developing and monitoring assigned area budget.

Essential Functions:

The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.

Provides oversight for operations and maintenance of wastewater facilities and pump stations ensuring the wastewater facilities are in compliance with all applicable Federal and Environmental regulations.

Manages assigned staff, establishes workloads, prioritize assignments, interprets and enforces policies and procedures, resolves staff issues, evaluates employee performance, makes hiring or terminations decisions/recommendations, and administering disciplinary action as required.

Works with contractors and county staff to maintain wastewater treatment plants and pump stations by assisting with the administration of the Operations & Maintenance (O & M) Contracts. Confirms assets are being maintained per the O & M contract and industry standards. Checks for compliance with State/Federal regulatory requirements. Inspects facilities for issues related to safety and security, operations and equipment status, and maintenance records. Provides onsite support at facilities during active construction as needed. Responds to on call emergencies as needed.

Coordinates improvements to wastewater treatment plants and pump stations. Manages and oversees Capital Improvement Projects and administers CIP contracts. Determines conformance and compliance with CIP contracts. Verifies and approves pay requests, reviews change orders, and responds to RFI's and claims. Maintains project budgets and project expenditures. Coordinates construction activities with facility maintenance & operations. Practices good public relations.

Writes and assists with writing Request For Proposals (RFPs) for Capital Improvement Projects (CIPs) as needed. Reviews technical documents, plans, and specifications, and provides comments and recommendations based on operation and maintenance needs. Evaluates proposed equipment and systems, both new and replacement. Ensures projects are in conformance with specifications and drawings and determine any changes that need to be made to bring into conformance. Inspects construction work. Performs quality control tasks. Reviews and approves/rejects proposals/submittals.

Coordinates with internal and external groups and/or individuals (public and private, local and state levels) to ensure successful project delivery. Coordinates and advises consultants, Engineers, and construction project managers about construction activities pertaining to the facilities.

Verifies operations conformance to National Pollutant Discharge Elimination System permits. Writes NPDES Permit applications for approval by the Georgia Environmental Protection Division. Investigates and evaluates treatment plant and pump station performances, operations, and processes. Works to develop design criteria and standards related to wastewater treatment plants and pump stations. Assists in determining conformance and compliance with the O & M contract. Performs KPI calculations for wastewater reclamation group. Provides tours, presentations, and respond to questions of the facilities to internal and external groups, including GA EPD, County executives, international groups, professional associations. Facilitates inspections with regulatory agencies. Performs SSO calculations.
