On-Site Program Manager (PM)
(Active SECRET clearance required)
 
Ops Tech Alliance (OTA) is seeking an On-Site Program Manager to support PL ALTESS at Radford Army Ammunition Plant, VA. The PM serves as the primary point of contact to the Government and is responsible for end-to-end execution of the ALTESS ITSS contract — cost, schedule, performance, and risk — across Operations, Cloud, Cybersecurity, and Applications task areas.

This position is contingent upon contract award.

Key Responsibilities

• Lead a 163-FTE multi-disciplinary workforce, including integrated subcontractor teams.
• Serve as primary interface to the Contracting Officer and PL ALTESS leadership.
• Manage contract performance, financials, schedule, and risk; deliver CDRLs on time.
• Ensure SLA compliance across all task areas and drive continuous improvement.
 
 
Required Qualifications

• PMP Certification OR DAWIA Level III in Program Management.
• 5+ years managing large-scale DoD IT services contracts.
• Demonstrated experience leading multi-task-area teams and integrated subcontractors.
• Proficiency in MS Office Suite; strong written and verbal communication.
• Active SECRET clearance.
• U.S. Citizenship.

 
Desired Qualifications

• Prior PM experience on PL ALTESS, RAAP, or similar Army IT enclave contracts.
• ITIL v4 Foundation.
• Experience leading transition-in for contracts greater than $50M.
• Existing relationships with Army CIO/G-6 stakeholders.
