Our client is a regulated electric and natural gas utility serving communities across Washington, Idaho, and Oregon. With a generation portfolio anchored in hydroelectric

power and supported by natural gas and renewable resources, the organization delivers reliable and affordable energy while advancing a long-term clean energy transition.

Their hydroelectric facilities form the backbone of the system. Natural gas resources provide reliability and flexibility. Ongoing modernization efforts support carbon-neutral

electricity goals and continued environmental stewardship.

The Construction Manager serves as the on-site construction representative for capital and maintenance projects within its hydroelectric and thermal generation facilities. This role leads day-to-day field execution while ensuring construction activities are safely integrated into operating plants. The Construction Manager coordinates closely with plant managers, operations, engineering, contractors, “on call” inspectors, and project managers to deliver work that meets safety, reliability, regulatory, environmental, schedule, and cost objectives within a regulated utility environment.

Key Responsibilities:

Field Leadership & Safety

• Act as the on-site construction authority, providing daily leadership across active generation facilities

• Lead daily job briefings and enforce contractor safety programs

• Identify and mitigate construction risks in live plant environments

Contractor & Scope Coordination

• Oversee contractor execution across mechanical, electrical, civil, and structural scopes

• Coordinate multiple contractors and specialty trades within confined and operating facilities

• Monitor contractor performance, productivity, and adherence to scope, schedule, and quality expectations

Operations & Outage Integration

• Plan and execute outage-driven construction activities in coordination with plant operations

• Integrate construction work with plant operating constraints, lockout/tagout, and system clearance requirements

• Coordinate work within hydro facilities subject to environmental, licensing, and water management constraints

Project Controls & Compliance

• Track field progress, milestones, and constraints in coordination with project managers

• Support cost control, change management, and issue escalation

• Maintain construction documentation consistent with regulated utility and audit requirement

Preferred Qualifications:

• Experience serving as a utility or owner’s construction representative

• Hydroelectric powerhouse or turbine-generator project experience

• Familiarity with environmental, licensing, and regulatory requirements applicable to generation facilities

• Project Management or Construction Management certification (PMP, CCM or equivalent)

• Direct experience supporting hydroelectric and/or natural gas generation facilities

• Demonstrated experience planning, coordinating, and executing construction work during plant outages

• Proven ability to coordinate construction activities within operating generation facilities
