Job Description

The Downtown Investment Authority Department is actively seeking an Off-Street Parking Operations Manager.

This position reports to the Public Parking Officer and is responsible for the day-to-day operation of the City's off-street parking facilities. This position manages all parking facility supervisors as well as parking facility operations staff within the Office of Public Parking. This position is the lead on parking facility personnel management within the Office of Public Parking, and, to ensure vacancies are timely filled, actively participates in the hiring process.

Examples of Work

  • Manages the Office of Public Parking facility supervisors as well as parking facility operations staff.
  • Liaison to Employee Services and responsible for ensuring vacancies are filled in a timely manner with well-qualified individuals.
  • Identifies areas of improvement to off-street parking facilities and makes actionable recommendations to the Public Parking Officer.
  • Makes recommendations to the Public Parking Officer regarding parking facility upgrades, maintenance, capital improvements, as well as projects and operational changes and improvements.
  • Conducts operational audits and analysis using ERP cloud-based computing.
  • Investigates and resolves customer complaints and issues.
  • Collaborates with the Public Parking Officer to develop and revise policies, procedures, and best practices.
  • Represents the department at meetings with the public and various agencies such as City Council, the Office of General Counsel, Council Auditors, JTA, Parks and Recreation, JEA, Special Events, Sports and Entertainment with regards to operational and administrative matters.
  • Assists in finance, accounting, auditing, and budget related activities including preparing the Enterprise Funds budget.
  • Reviews and approves authorizations for purchases of service and materials required to complete maintenance task/projects.
  • Schedules, trains, assigns, monitors, and evaluates the work of assigned staff through subordinate supervisors.
  • Communicates clear direction, manages for results, and leads organizational change.
  • Assigns responsibility, takes corrective action, demonstrates leadership in evaluating, developing, and motivating employees.
  • Completes other duties as assigned.

  • A bachelor's degree from an accredited institution in business administration, public administration, facilities management, accounting, finance, engineering, or a related field.
  • Four (4) years of experience overseeing parking operations; or eight (8) years of experience overseeing a large parking operation.
