### Position Overview / Responsibilities for the NOC Change Manager:
###
- Lead and support the Change Management team with a focus on wireless network operations.
- Drive decision-making for change approvals and actively monitor maintenance activities.
- Design, implement, and manage network moratoriums, including work stoppages and change freezes.
- Collaborate on the development and approval of ServiceNow processes and CMDB data integrity.
- Formulate and implement a robust, scalable Change Management process aligned with ITIL and organizational goals.
- Develop and improve scheduling, entry, and approval workflows using ServiceNow and Jira.
- Track and report performance metrics across the entire change management ecosystem.
- Define and document change success/failure criteria, root cause analysis, and post-incident review procedures.
- Build interactive dashboards and reporting tools to support NOC troubleshooting and real-time change tracking.
- Perform additional support activities as requested by leadership.

### Required Skills for the NOC Change Manager:
###
- Bachelor's degree in Electrical or Computer Engineering preferred, or 5+ years of professional experience as a NOC Engineer or Change Engineer in a large enterprise NOC.
- 5+ years of experience working in a Network Operations Center (NOC) with a focus on Change Management.
- 2--5+ years of experience in the Wireless industry (3GPP).
- Strong understanding of the NOC Operating Model and FCAPS or ITIL frameworks.
- Hands-on experience with ServiceNow (CMDB knowledge highly preferred) and Jira for workflow, change, and incident management.
- Demonstrated success building change approval structures, moratorium schedules, and change governance in complex environments.
- Ability to define and report on key performance metrics and root cause trends.
- Strong collaboration skills and the ability to influence cross-functional teams without direct authority.
- Excellent verbal and written communication skills.

### Preferred Qualifications:
###
- ITIL certification or equivalent change governance credentials.
- Experience building real-time dashboards and reporting for operational tracking.
- Telecommunications or broadcast satellite industry experience is a plus.
