The Network Permitting & Utility Supervisor leads all activities related to securing utility attachments, permits, entitlements, and right-of-way access required for network infrastructure deployment. This highly visible role manages a team of specialists, oversees external utility and jurisdictional relationships, and ensures accurate, timely delivery of utility and permitting milestones.
Success in this role requires deep experience in utility coordination (SDGE preferred), strong data management and forecasting capability, exceptional communication skills, and solid understanding of regulatory requirements governing telecom deployment.

Manage preparation and submission of utility summaries, applications for attachments, and power requests.
Coordinate and lead utility kick-off meetings; track application timelines and escalate delays.
Support negotiation and administration of utility attachment agreements; secure required insurance certificates and bonds.
Lead a team of permitting/utilities specialists in all workflows.
Review reports, identify risks, and ensure accurate forecasting and data integrity.
Drive schedules and ensure timely execution of utility and permitting deliverables.
Represent Crown Castle before jurisdictions, planning agencies, city councils, and public bodies.
Advocate for deployment objectives while navigating municipal processes, laws, and ordinances.
Oversee preparation and submission of permit packages and utility applications.
Ensure compliance with federal, state, and local regulations, including NESC, NEC, GO-95, and FCC requirements.
Maintain high-quality documentation aligned with company and customer standards.
Serve as primary contact for all internal/external stakeholders relying on utility deliverables.
Collaborate with Engineering, Implementation, Network Operations, and Asset Management to resolve issues and keep projects on schedule.
Attend deployment meetings; proactively manage conflicts, risk, and scope.
Provide guidance on utility attachment standards, pole and conduit requirements, easements, and right-of-way conditions.
Ensure national and district compliance with utility agreements through construction and operation.
Bachelor's degree or equivalent relevant experience required.
2+ years experience with a wireless carrier, site acquisition firm, utility, or jurisdictional planning/zoning/land use entity.
2+ years experience in fiber, telephone, or power utility environments involving joint use, engineering, or right-of-way matters.
Public ROW permitting and wireless industry experience strongly preferred.
Public speaking and presenting to government bodies.
Experience working with engineering and design teams; preparing permit applications and construction documents.
Strong negotiation, communication, and organizational abilities.
Deep familiarity with rules/policies of the PUC, NESC, GO-95, NEC, FCC, and state pole/conduit regulations.
Ability to prioritize, multitask, and work independently with sharp attention to detail.
Customer service orientation with strong problem-solving capability.
