Working Hours

This position is a rotating shift position and typically requires working hours from 8:00 pm to 6:00 am. However, the schedule may change based on departmental needs. As an NCIC Specialist with the Wilmington Police Department, youll provide essential clerical and communications support to sworn and civilian personnel while serving as a vital link to local, state, and nationwide law enforcement agencies. In this fast-paced role, youll monitor DCI (Division of Criminal Information) and SBI (State Bureau of Investigation) systems, perform NCIC (National Crime Information Center) inquiries and entries, process criminal background and drivers license checks, and manage warrants and orders for arrest.

Youll answer and prioritize incoming calls, transmit critical information through police radio, data terminals, and telephone systems, prepare correspondence, maintain records, and provide backup support at the Police Department front desk by assisting callers and walk-in citizens.

Because public safety never stops, the Wilmington Police Department operates on a 24/7 schedule. NCIC Specialists play a critical role in this mission and are required to work a variety of shifts, including nights, weekends, and holidays.

Typical Tasks

  • Performs NCIC operations by processing all record entries, modifications, clearances, and cancels on persons or property by researching, compiling, and verifying the accuracy and completeness of our law enforcement information while ensuring compliance with policies and procedures.
  • Completes all confirmation processes and paperwork for persons or property listed as wanted or stolen by our agency on the state and national databases.
  • Completes quality control by auditing each entry, modification, clearance or cancel performed in RMS, the state, and national databases both at the time of the action and again during the state-regulated monthly validation process.
  • Researches various law enforcement internal and external databases to compile informational packets on persons or locations at the request of PD personnel for various investigative purposes or to comply with state regulations.
  • Process all incoming and outgoing teletype communication to and from our agency with other state and national law enforcement agencies.
  • Audits incident reports to ensure NCIC offense report information and the entries are accurate.
  • Serves as the contact for other law enforcement agencies including the Division of Juvenile Justice, North Carolina Division of Community Corrections, and the NC Division of Motor Vehicles.
  • Researches internal and external databases to help ensure our agency is in compliance with regards to missing persons reports and ensure the required follow up with the associated government agencies is completed.
  • Verifies using eWarrants that all felony warrants issued are received and entered into NCIC.
  • Works with the Police Records to ensure all NCIC information is appropriately documented and tracked during the case filing process.
  • Notifies detectives of property being purged from the NCIC system and processing re-entry procedures when requested.
  • Identifies and corrects VIN information in RMS using CARFAX.
  • Relays all pertinent information to officers via radio, data terminals, and phone in a timely manner to ensure officer safety.
  • This role includes cross-training in other areas, so youll gain experience across multiple functions.

Qualifications

Education:

High School Diploma or GED

Experience:

Minimum 1 year of professional experience providing administrative/clerical support.

Other Requirements:

  • Valid US Drivers License

  • Ability to obtain SBI background clearance and DCI Certification (in modules 1, 2, 3 and 7) upon hire.

  • This position is considered essential to WPD operations and individuals performing in this classification are required to work during periods of inclement weather and other City closures.

Note: Successful completion of a background investigation and post-offer polygraph and drug screen are required for the selected candidate.

This position includes a WPD disqualifier screening as part of the selection process and that candidates who do not meet the required criteria will not advance to subsequent stages.

Health Benefits are offered to employees working at least 30 hours per week.

Health Insurance - The City offers two options for health coverage: a standard PPO plan and a High Deductible Health Plan with an associated Health Savings Account. Coverage becomes effective the first day of the month following hire for employees and their eligible dependents. Both you and the City contribute to the overall cost of coverage.

Dental Insurance - Coverage becomes effective the first day of the month following hire. Employees, their spouse and dependent children are eligible for coverage.

Life Insurance - The city pays to provide coverage valued at one times your annual salary. Supplemental insurance is available for employees to purchase. Optional coverage for dependents is also available for purchase.

Retirement:

  • NC Local Government Retirement System - All benefits eligible employees make a mandatory 6% contribution every pay period.
  • Deferred Compensation - The city contributes an amount equal to 4.5% of the annual salary to a 401(k) plan regardless of employee contribution. Employees may choose to contribute additional money to the 401(k) or 457 deferred compensation plans, without a match from the City, within the IRS guidelines.

Paid Leave (offered to employees working at least 1,000 hours annually*):
