National Lead Examiner Trainer
Summary
The National Lead Examiner Trainer serves as the Loyal Source Medical Disability Evaluation Program's leader for national examiner training program operations, responsible for driving standardization, quality governance, and workforce performance across all regions. Operating as a strategic supervisory and administrative leader, not solely a senior clinical trainer, the role oversees the Regional Lead Examiner Trainers and ensures alignment to national standards, operational objectives, and clinical-training best practices. This position provides program-executive-level coordination with the Medical Director, Quality Assurance, Operations, Information Technology, and examiner‑facing stakeholders to safeguard examiner competency, enhance service delivery performance, and maintain national consistency in VA C&P examiner training. Through strong leadership, analytical decision-making, and cross-functional influence, the National Lead Examiner Trainer shapes the long-term success, sustainability, and excellence of the examiner training program nationwide.

Knowledge/Skills/Abilities (KSA)
Knowledge- The National Lead Examiner Trainer must have an in‑depth understanding of HIPAA, ADA, VA policies, and all applicable regulatory and compliance frameworks governing the C&P examination process. Comprehensive knowledge of MDE national training standards, SOP governance, curriculum oversight, and Loyal Source protocols is essential. The role requires advanced proficiency with MDE4VETS or C&P case management platforms, including expert-level capability in navigating AI-enabled workflows and applying conditional logic within Disability Benefits Questionnaires (DBQs). To support national training standardization and escalations, the Lead must maintain current knowledge of clinical updates, regulatory or procedural changes, and have a strong familiarity with military culture to ensure training relevance and accuracy across all regions.
Skill- This role requires highly advanced skills in leading, managing, and developing Regional Lead Examiner Trainers and ensuring consistent, scalable training practices nationwide. The National Lead must demonstrate expertise in curriculum governance, developing and delivering training frameworks, and overseeing onboarding, remedial instruction, and advanced clinical‑training programs. Skilled in analyzing quality metrics, reviewing DBQs for accuracy and compliance, and using data analytics to identify national trends, the Lead drives performance improvement and quality governance at scale. Proficiency in Microsoft Office Suite, analytics platforms, virtual training environments, and national change‑management execution is required, along with the ability to implement best practices uniformly across multiple regions and operational environments.
Ability- The National Lead Examiner Trainer must demonstrate the ability to supervise and guide the daily and strategic activities of Regional Lead Examiner Trainers, ensuring cohesive national operations and training alignment. The role requires the ability to serve as the organization's senior subject matter authority for clinical-training, procedural guidance, and escalated examiner or trainer issues. The Lead must be capable of coordinating with executive leadership to implement procedural changes, operational updates, and performance improvement initiatives nationwide. Additionally, the role requires strong ability in managing national staffing considerations, workload distribution, timekeeping oversight, and workforce planning to ensure consistent regional coverage, compliance, and operational continuity across the entire program.
Supervisory Responsibilities
The National Lead Examiner Trainer holds overarching supervisory responsibility for the Regional Lead Examiner Trainers, providing strategic direction, operational oversight, and leadership development across all regions. This role ensures consistent national execution of training standards by guiding Regional Leads in their daily oversight of Examiner Trainer activities, assignments, and performance expectations. The National Lead delivers coaching, mentorship, and structured performance feedback to Regional Leads and oversees their implementation of onboarding, remedial, and advanced training initiatives for Examiner Trainers and examiners. In this capacity, the National Lead ensures national alignment, equitable workload distribution, and cohesive professional development pathways across the entire examiner training workforce.
