Description
We are seeking a strategic coordinator in multilingual learner compliance to help shape and scale a next-generation data management platform for multilingual learner (ML) programs in California. This role will serve as the company’s internal and external authority on California multilingual learner compliance, with deep expertise in English Learner (EL) identification, program services, reclassification, monitoring, and California Department of Education (CDE) requirements.
The Multilingual Compliance Coordinator will translate real-world district practices into product requirements, implementation guidance, training, and customer-facing expertise. This is a highly cross-functional role spanning Product, Customer Success, Sales, and Support, and will serve as a foundational role in supporting statewide and national multilingual compliance initiatives.
This position requires a strong understanding of California English Learner program requirements, including ELPAC administration, reclassification criteria, parent notification requirements, instructional program models, and state/federal accountability systems.
Key Responsibilities
Define and document end-to-end user workflows for multilingual learner program management, including but not limited to:
Initial identification and enrollment
Home Language Survey workflows
Initial and Summative ELPAC processes
Program placement and instructional services
Parent notifications and communication requirements
Reclassification workflows
Long-Term English Learner (LTEL) monitoring
RFEP monitoring requirements
State and federal reporting processes
Translate California compliance requirements and district operational practices into clear product requirements, business rules, workflows, forms, alerts, dashboards, and reporting needs
Serve as the internal expert on California EL compliance while helping build frameworks to support expansion into additional states
Partner closely with Product Owners, Engineering, QA, and UX teams to ensure accurate and scalable implementation of compliance workflows and reporting requirements
Review product designs, releases, and workflows to ensure alignment with California district practices and compliance expectations
Develop training materials, implementation guides, webinars, and knowledge base resources for internal teams and customers
Train Customer Success, Support, Professional Development, and Sales teams on California multilingual compliance workflows and platform use cases
Support high-value sales conversations as a subject matter expert on multilingual learner compliance, state reporting, and district operations
Assist with escalated customer questions related to compliance, documentation, CALPADS reporting, audit readiness, and multilingual learner workflows
Monitor changes in California and federal policy, including updates from the California Department of Education (CDE) and U.S. Department of Education, and translate updates into product enhancements and internal guidance
Collaborate with districts to understand operational challenges and recommend scalable best practices for multilingual learner program management
Skills, Knowledge and Expertise
7+ years of experience in multilingual learner, English Learner (EL), or multilingual education program leadership, with deep expertise in California compliance requirements
Strong knowledge of:
ELPAC administration and scoring
Reclassification criteria and processes
RFEP monitoring requirements
LTEL identification and support
California English Learner Roadmap
Title III compliance
Parent notification requirements
CALPADS reporting and data validation
Federal and state accountability requirements for multilingual learners
Prior district-level experience such as Director of Multilingual Learner Programs or EL Coordinator
Experience using multilingual learner data management, student information systems, compliance platforms, or CALPADS-related systems to manage district operations
Experience training administrators, instructional coaches, teachers, and district staff on multilingual learner compliance and instructional practices
Ability to translate complex compliance workflows into scalable product requirements and operational processes
Strong communication and collaboration skills with the ability to engage both technical and non-technical stakeholders
California administrative credential, CLAD authorization, BCLAD authorization, or equivalent English Learner authorization strongly preferred
Familiarity with California accountability systems, including Dashboard indicators and state reporting requirements preferred
