Job Summary
This position is located in the Department of Public Works (DPW) within the Parking Enforcement Management Administration, Vehicle Immobilization and Towing Division. The Vehicle Immobilization and Towing Division is responsible for booting, towing and ticketing vehicles for District parking code violations by facilitating the relocation and/or impoundment of vehicles. This function is important to ensure the continuous flow of traffic during rush hours and emergencies; accessibility to commercial and business services; free flow and access of emergency vehicles and improved quality of life for residents and visitors.
Duties and Responsibilities
Incumbent serves as a field supervisor for the Department of Public Works Vehicle Immobilization and Towing Division; overseeing, coordinating, and evaluating the fieldwork of a shift of Motor Vehicle Operators (Tow Crane Drivers) to ensure the efficiency of the towing operations. Plans and coordinates shift assignments. Deploys and directs subordinate staff daily. Monitors Tow Crane Operators' productivity. Investigates and addresses any reports of accidents involving towing operations and completes required reporting. Reviews tow operations forms, records, and reports prepared by subordinate staff for consistency, adequateness, and timeliness of preparation. Oversees flow of radio dispatch assignments to Tow Crane Operators. Maintains and records day-to-day operations. Completes timekeeping responsibilities.
Qualifications and Education
Preferred Proficiencies: Experience performing a broad range of supervisory responsibilities in a field operation setting. Proficient in the use of computerized systems and software used to complete correspondence, reports and spread sheets. Expert knowledge of geography and street locations in the District of Columbia. Ability to gather pertinent facts and statistics, make thorough analysis, arrive at sound conclusions, and report investigative findings and recommendations that are clear, complete, and logical. Skill in operating a hydraulic automotive crane tow truck, including vehicles in tow. Experience towing through heavy traffic as well as narrow streets and alleys.
Licenses and Certifications
Must possess and maintain a valid Commercial Driver's License and current DOT Certificate

Tour of Duty: The incumbent of this position may be required to work various rotating shifts as assigned and may be required to work weekends, observed holidays and mandatory overtime.

Position Designation: The position has been deemed safety-sensitive, pursuant to section 410 of Chapter 4 of the D.C. Personnel Regulations. Accordingly, the incumbent will be subject to criminal background check; traffic record check (as applicable); pre-employment drug and alcohol test; reasonable suspicion drug and alcohol test; post-accident or incident drug and alcohol test; random drug and alcohol test; and return-to-duty or follow-up drug and alcohol test.
Per DOT Anti-Drug & Alcohol regulations and DPW's Anti-Drug Program, incumbent is subject to random drugs and/or alcohol testing.
Essential Designation: This position is classified as an essential position under the provisions of the District Personnel Manual Chapter 12. As such, the incumbent is required to serve in emergency situations to perform critical duties, i.e., snow removal, debris removal, transportation, shelter, operations, food distribution, and communications. These duties may be performed when the government is closed or when employees are dismissed early.
Applicants claiming "Residency Preference" will be required to maintain residency in the District of Columbia for a minimum of seven (7) years. Failure to do so may result in forfeiture of employment.
