The Montana Department of Public Health and Human Services (DPHHS) has a career opportunity within the Early Childhood and Family Support Division, Early Learning and Family Support.
The Mission of the Early Childhood Services Bureau (ECSB) is to improve quality, affordability, and accessibility of early care and education in Montana with focused efforts on coordinated systems to best meet the needs of young children, their families, and the professionals who work on behalf of young children and families.
As such, this position is involved in supporting the Montana Early Childhood Account Board (MECAB) in evaluation, development and implementation of Work Force and Professional Development initiatives prioritized in HB 924.
Responsibilities include: 1) Supporting the appointed board to create and adopt administrative rules, policies, manuals, rules and regulations to comply with HB 9242) providing staff support to the board 3)Monitoring contracts and grantee's compliance and performance; 4) Data system development and implementation for program requirements; 5) Conducting data analysis, identifying program needs, and generating solutions for continuous improvement; and 6) Drafting performance and compliance reports for public dissemination including required annual legislative reports.

Qualifications for this Career Opportunity

Knowledge of the structure and content of the English language including the meaning and spelling of words, rules of composition, and grammar.
Meet minimum qualifications:
Bachelor's degree in accounting, finance, business, economics, math, or closely related field.
Bachelor's degree in Early Childhood, Social Work, Public Administration, Social Science, Statistics, Human Resources, or a related degree.
Three years of job-related experience such as working with advisory boards, non-profit work, grant implementation or other closely related experience.
Other combinations of directly related education and experience may be considered on a case-by-case basis.
Preferred:
Knowledge of federal and/or state laws and regulations

Additional Information
This position may be eligible for partial telework within the state of Montana. Specific conditions will be provided by the supervisor and must adhere to state policy.
This position may be eligible for a statutory $1.00 an hour base pay increase effective July 1, 2026.
This position is open until filled with frequent screening of applicants. The first screening of candidates will take place a week after posted.
