Position Summary:

Odyssey Systems has an exciting new opportunity for a Mission Resource Analyst supporting United States Space Force (USSF) Combat Forces Command (CFC) Global Mission Operations (S35G) Division at Peterson SFB CO.  CFC S35G provides operational, policy and sourcing guidance to Air Staff, organizations, and subordinate units in support of the Navigation Warfare (NAVWAR) and Global Positioning System (GPS). GPS provides 24/7/365 space-based Positioning, Navigation, & Timing (PNT) in accordance with The Space-Based PNT Policy (SPD-7) to maintain GPS as the international gold standard for satellite navigation systems for 6+ billion military and civilian worldwide users. This position will provide NAVWAR/PNT/GPS Program Element Monitor (PEM) and financial execution support CFC S35G by providing program budget analysis; POM assistance; and executing the PPBE process.

 

This is a full time position located in Building 1, Peterson SFB CO.

Responsibilities:

Duties include, but not limited to: 

 

  • Creates briefings and recommends courses of action in support of the NAVWAR/PNT/GPS Operations and
    Maintenance (O&M) POM 
  • Provides program and budget analysis support including assessing Congressional marks and resource actions
    impacting NAVWAR/PNT/GPS operational capabilities to provide senior-level recommendations
  • Develops Execution Plans and Spend Plans using the CFC budget tool
  • Authors Unfunded Requirements (UFR) submissions and coordinates with the appropriate Defense Finance and Accounting Service (DFAS) offices
  • Prepares/updates funding documents for government review, approval, and transmittal including Form 9, MIPR, etc. and proactively engages financial system flow members to ensure funding documents are processed efficiently
  • Monitors and maintains the Temporary Duty (TDY) budget for CFC S35GN and assists the government
    Financial Defense Travel Administrator (FDTA) with Defense Travel System (DTS) funds loads, creation of
    DTS Lines of Accounting (LOA), and Fiscal Year rollover for CFC S35GN travel program element(s)
  • Provides S35G Division Chief quarterly updates to provide financial progress reports, timeline updates, and
    assessments regarding ongoing actions to ensure S35GN priorities are addressed
  • Maintains checkbook style tracking of O&M baseline and UFR funds with beginning/ending balances

 

Qualifications:

Citizenship: Must be a US citizen

 

Minimum Required Qualifications

Clearance: Top Secret/SCI

Education: Bachelor's degree

Years of Experience: Four years or more of financial analyst experience

Certifications: None required

 

Technical Skills

  • Microsoft product proficiency (Word, Excel, PowerPoint, Outlook)
  • Experience preparing documents needed to process budget estimates, including Execution Plans, Spend Plans,
    and Unfunded Requirement justification, and producing funding documents
  • Experience with creating verbal and written communication products for clients, including presentations,
    memorandums, data analysis products, and financial documentation
  • Proficient in Defense Enterprise Accounting and Management System (DEAMS), Automated Business Services
    System (ABSS), Commander’s Resource Integration System (CRIS), Defense Transaction Interface Module
    Systems (DTIMS), DTS, and Financial Management (FM) Suite
