Qualifications

Education and Experience: Graduation from an accredited college or university with a bachelor''s degree in special education, education, rehabilitation or therapeutic health, nursing, sociology, social work, or any behavioral science field and experience equivalent to two years of working with persons with disabilities, aging, and/or mental health work.

Substitution of Education for Experience: Additional graduate coursework in special education, rehabilitation or therapeutic health, nursing, sociology, social work, or any behavioral science field may be substituted for the required experience on a year-for-year basis.

Substitution of Experience for Education: Qualifying professional intellectual and/or developmental disabilities, aging, or mental health work may substitute for the required education on a year-for-year basis.

OR

Education and Experience: Graduation from an accredited college or university with a bachelor''s degree and experience equivalent to three years of working with persons with disabilities, aging, and/or mental health work.

OR

Education and Experience: Graduation from an accredited college or university with a bachelor''s degree and completion of an internship with the Department of Disability and Aging.

Necessary Special Qualifications:

  1. Complete a background check in a manner approved by the appointing authority.

  2. Some positions may require a valid driver''s license.

  3. A Certified Work Incentives Coordinator (CWIC), Community Partner Work Incentives Counselor (CPWIC), or Certified Work Incentive Practitioner (WIP-C) Certification may be required for some positions.

Experience can substitute for degree.

Overview

The Department of Disability and Aging (DDA) is seeking an IDD Program Specialist 3, Middle Benefits Coordinator. This preferred service position is under the direct supervision of the Benefits Counseling Program Manager within the Division of Program Innovation. The Middle Benefits Coordinator provides counseling and assistance to people with intellectual and developmental disabilities (I/DD) on benefits such as Social Security, housing, food, cash benefits, Medicaid and other medical benefits, unemployment, etc. The Middle Benefits Coordinator will support Employment First initiatives by dispelling myths and misconceptions about work and benefits and educating stakeholders about how working impacts benefits.

Responsibilities

Provides counseling to people with I/DD and other members of their circle of support on benefits and work incentives in an effort to encourage and support employment goals. Provides regular group trainings to internal and external stakeholders on work incentives and benefits, and other related topics as necessary. Serves as the Department¿s benefits and work incentives subject matter expert, fielding written and verbal inquiries on this subject. Works closely with the Manager, other regional Benefits Coordinators, regional Employment Innovation Coordinators, Enabling Technology Director and Champions, and DDA¿s provider community to further Employment First initiatives as it related to benefits and work incentives. Develops and disseminates materials to educate and dispel misconceptions about work and public benefits. Tracks outreach efforts and regularly report outcomes to the Manager. Develops and maintains an effective and collaborative working relationship with community members and external stakeholders. Regularly research and update benefits and work incentives materials to ensure accurate information is shared with stakeholders. Occasional statewide travel may be required to facilitate in-person meetings and trainings. Facilitates referrals to external CWICs or other resources if required. Provides back-up to the Manager wherever and whenever needed due to planned or unplanned needs in the field.
