What You Will Be Doing:
As the Medicaid Program Specialist 4, you will play a vital role in the Division of Health Care Services as both a legislative liaison and a regulatory coordinator. You will serve as regulatory lead, providing planning, oversight, and guidance for regulations for all programs and units within the division, as well as determining regulatory changes needed to meet changing federal requirements and state statutes. Additionally, you will serve as legislative coordinator for the Division, developing bill analyses, assisting with fiscal notes, and tracking all legislation that may impact the Division. The position will work across all sections and units within the Division, as well as with the Commissioner's Office. There will be considerable opportunities for independent judgment and self-direction.

This is a rare opportunity to take up a senior role within the busy and dynamic Division of Health Care Services. As Legislative Liaison and Regulations Coordinator, you will have a high degree of responsibility for ensuring Division compliance with federal and state requirements and providing analysis and guidance to Division leadership on statute and regulatory changes. Your work helps to operationalize and put into effect changes that will impact the lives of fellow Alaskans.
The Working Environment You Can Expect:
Your office will be conveniently located in Midtown's Business Park, a single-story building with ample free parking. The area offers convenient shopping and dining and access to regional transportation. Close by, Cuddy Park offers a place for lunchtime strolls. Health Care Services currently offers the option of a hybrid telework schedule with one day in the office and four days at home. Office space is generally shared, although single occupancy may be an option. Initial onboarding and training may require full-time office work for a limited period.

Any combination of education and/or experience that provides the applicant with competencies in
equivalent to those typically gained by:
Progressively responsible professional experience such as supporting the administration of a Medicaid or Medicare program, health insurance service, health insurance management information system, health insurance finance or accounting program, Supplemental Security Income benefits or vocational rehabilitation program; auditing or monitoring medical or public assistance programs for fraud or quality assurance; designing, developing, testing for quality assurance, and implementing an information system and/or training or education which includes such course work as business administration, computer sciences, economics, healthcare, legal studies, medical billing or coding, public health, public assistance, psychology.
Special Note:
"Competencies" means a combination of interrelated knowledge, skills, abilities, and behaviors that enable a person to act effectively in a job or situation.
"Training" and "education" in this guidance are synonyms for the process of acquiring knowledge and skills through instruction.
