Mechanical System Specialist

POSITION SUMMARY

The incumbent is to install, test, inspect, and repair any refrigeration air handling and air conditioning equipment which includes providing Electrical maintenance, planning, safety, and oversight of critical emergency electrical systems and operations. Troubleshoot heating-cooling system malfunctions with users to isolate problems or to verify that malfunctions have been corrected.  Record and report all faults, deficiencies, and other unusual occurrences, as well as the time and materials expended on work orders.  Perform preventive general maintenance procedures such as cleaning, power-washing and vacuuming equipment, oiling parts, and changing filters and ensure indoor climate and air quality control systems operate safely and efficiently.  Scheduled work hours are (24 hour coverage) rotational, day or night shifts, weekends, holidays and occasional overtime. Will also be scheduled for on-call heating plant coverage (begins Monday evening at 6pm and ends on Monday morning of the following week at 6am).

NECESSARY QUALIFICATIONS

Education:

• High School Diploma or GED (Mechanical Specialist I)
• High School Diploma or GED with Completion of an electrical apprenticeship program (Mechanical Specialist II)

Experience:

Mechanical Specialist I:

• Must have three (3) years of verifiable commercial HVAC associated electrical work experience with knowledge of the various gauges, sizes, and types of wire, conduct, fittings, boxes, circuit breakers, relays and other electrical supplies and devices
• Require basic familiarity with electronics and electrical HVAC components including refrigerants.

        Mechanical Specialist II:

• Must have six (6) years of verifiable commercial electrical work experience with knowledge of the various gauges, sizes, and types of wire, conduit, fittings, boxes, circuit breakers, relays and other electrical supplies and devices
• Require basic familiarity with electronics and components such as transformers, resistors, diodes, transistors

         Certifications:

        Mechanical Specialist I/II:

• Certificate of graduation from Air Condition Refrigeration Mechanic Technical School as a Journeyman Air Condition and/or Refrigeration Mechanic
• Must have and maintain a valid universal certification in EPA Refrigerant Recovery
• Must have or obtain a current High-Pressure Boiler Operator Certification or Plant Operator Certification within six (6) months of hire date.
• Must have and maintain a current valid driver’s license without restrictions throughout employment.

Mechanical Specialist II:

• Must have and maintain a valid electrician's license or identification card
• Boiler Operator Certification in Heating

MENTAL AND PHYSICAL EFFORT

Physical:

 Physical effort is expended in continually standing and walking, frequently bending, climbing, kneeling, crouching, twisting, maintain balance, reaching; and, climbing and occasionally sitting and driving. Must have ability to work in tight, small, or cramped spaces.  Frequently carries, lifts, pulls/pushes parts and equipment weighing up to 75 pounds; and occasionally up to and over 100 pounds. Work is sometimes on ladders and/or scaffolds, which requires incumbent to work to opening/closing valves overhead in climbing, prone or stooped positions, confined spaces subject to dust and weather temperatures, extremes of heat and cold. Incumbent must be able to use hand manipulation to perform simple and firm grasping; fine manipulations; and use of keyboard frequently.

Mental:

 Incumbent must have good judgment and be able to make decisions in order for equipment to work properly and safety.  Must independently determine the nature of the trouble and extent of required repairs. Other mental and emotional requirements include the ability to frequently concentrate and work along; and frequently cope with high levels of stress; make decisions under high pressure; cope with anger/fear/hostility of others in a calm way; handle a high degree of flexibility; handle multiple priorities in stressful situation; demonstrate a high degree of patience; adapt to shift work; and, work in areas that are close and crowded. The incumbent may occasionally need to be able to manage altercations

Environmental:

       Environment exposures will include frequent exposure to dust, fumes, gases, loud noises, and, extremes in temperature or

       humidity. Other frequently environmental exposures include infectious disease; chemical agents; hazardous or moving

       equipment; and, unprotected heights.

ESSENTIAL FUNCTIONS

1. Installs, test, inspects, services and repairs various commercial type refrigerators, freezers, air conditioners, evaporative coolers, drinking fountains, ice machines, and the morgue refrigerator. Cleans and replaces air filters, winterizes evaporative air condition units, de-scale coils adjust temperature controls. Repairs Refrigerator leaks, evacuates and charge refrigerant systems.  Welds, brazes replacement components and broken parts.  Test pipe or tubing joints and connections for leaks, using pressure gauge or soap-and-water solution. Join pipes or tubing to equipment and to fuel, water, or refrigerant source, to form complete circuit. Wrap pipes in insulation, securing it in place with cement or wire bands.
2. Install auxiliary components to heating-cooling equipment, such as expansion and discharge valves, air ducts, pipes, blowers, dampers, flues and stokers, following blueprints.
3. Performs preventative maintenance (PM) services on air conditioning, split unit systemsrefrigerant equipment documents services on equipment for PM or performance by contractors including electrical PM activities. Conducts annual, quarterly, monthly, and weekly required inspections of electrical devices, exit lights and emergency lighting, fire alarm systems. 
4. Provide preliminary sketches and cost estimates for materials and services; orders and maintains adequate inventory of materials and parts.
5. Installs, modifies, repairs, maintains, troubleshoots, tests, and loads new and existing HVAC electrical lines, circuits, systems, and associated fixtures, equipment, controls; all secondary power distribution lines and circuits used to supply a wide range of voltage, amperage, phase, and frequency requirements, to distribution panels, switchgear, power and control circuits; Security intrusion alarms and fire alarm system; emergency warning systems; lighting protection systems; high intensity discharge lighting systems and controls.
6. Inspects, records and reports condition of electrical load components with infrared tester, ammeter, voltage tester, megger, high potential tester, circuit analyzer, phase rotation, and other electrical testers to ensure sound continued electrical safety. Locate and diagnose trouble occurring in the electrical distribution system, including underground wiring, street lighting, power, light lines and service entrances.
7. Responsible and have oversight to see that stand-by electric generators are checked frequently to assure ready stand-by power needed for surgery, recovery room, hospital corridor / safe egress lighting, operation of boiler plant, computer data system, and other critical loads as required by Joint Commission standards. Tests Uninterrupted Power Supply (UPS), Stored Emergency Power Supply System (SEPSS), Flywheel UPS, and other electrical energy storage equipment and systems. Operates basic test equipment such as signal generators, signal tracers, air pressure monitors and read schematics of uncomplicated assemblies to determine locations of defective electronic parts and circuits.
8. Peform minor maintenance as needed.
9. Takes CFM readings to the isolation and other rooms as required; calculating, recording and reporting the air changes per hour.
10. Works on construction & in-house projects related to assemble, install and wire new heating ventilation air conditioning and refrigeration units according to technical specifications and blueprints. Assists in the planning, design and specifications for installation of Electrical, Medical, Mechanical and HVAC equipment. Follows engineering blueprints on new construction projects or remodeling. Lays-out and constructs mechanical system, plans, purchases and assembles to latest construction and code requirements. Makes necessary alterations to existing mechanical  systems to facilitate additional safe expansion and addition of needed services.
11. Uses hand power tools and equipment to cut and drill holes in floors, walls, and roof to install equipment. Place conduit (pipes or tubing) inside designated partitions, walls, or other concealed areas; pulls insulated wires or cables through the conduits. Construct and fabricate parts; fasten small metal or plastic boxes to walls to house electrical switches or outlets.
12. Provide assistance during emergencies by operating floodlights and generators, placing flares, and driving needed vehicles. Will assist other trades of electrical, plumbing, carpentry, mechanical, etc. in emergency situations.
13. Responds to system failures and perform prompt repairs, which may require on-call, evening, or weekend scheduling.
14. Advise management on whether continued operation of equipment could be hazardous. Complies with all applicable standards, policies, and procedures, including safety procedures and the maintenance of a clean work area per ICRA and PCRA requirements
15. Monitors and controls the environment in remote buildings from a computerized building automation system (BAS) by adjusting operating temperatures and airflow plus starting and stopping of fans. Monitors zone temperatures for critical hospital and research operations. Remotely manages/controls building climate through the direct digital control. Troubleshoots and diagnose building system problems using the BAS system.
16. Operates and maintains 180- & 80-ton chillers and other chillers which supply chilled water to hospital AC systems. Start, stop, and regulate the AC chillers of the cooling tower fans, and other related support equipment. Performs general preventive maintenance on auxiliary equipment and components. Knows when to take chillers, pumps, air handlers, and cooling tower fans offline, or to place additional ones online to meet load requirements.
17. Complete log sheets of operations, boilers, chillers, and prepare and submit written reports on work performed, condition of equipment inspected and other subjects that should be attended to by other work group. Records water condition tests, dry and wet bulb temperatures, chiller oil level and oil pressure, water temperature entering and leaving condensers, volt and ampere readings, vacuum pressure, refrigerant temperature, and level, high- and low-pressure readings, humidity, and other readings. Responsible for recording pressure and levels of Liquid Oxygen system, Natural gas, Diesel Fuel, and performs chemical analysis of water conditioning.
18. Maintains air pressure systems by measuring static pressure with specialized manometers, clearing obstructed, ducts, testing for refrigerant leaks with nitrogen, and calibrating systems airflow.
19. Operates, troubleshoots, and performs preventive maintenance of two high pressure 400 H.P. fire tube boilers, a water boiler, any auxiliary boiler equipment, and components utilizing a laptop computer and other methodology. Check system for leaks and steam pressure for normal operation; adjusts valves on steam reducers to ensure required temperature levels. Temperature readings on incoming and outgoing water systems. Adjust thermostats and humidifiers for heating, cooling, and ventilation systems; post readings to charts maintained in machine rooms, etc. Replace thermostats; inspects and regulates various types of pumps.
20. Completes work order requests as assigned and close work orders out in a timely manner.
21. Records & documents refrigerant as required.
22. Performs routine preventative maintenance (PM) on:
    1. Medical gas systems (O2, air and vacuum) including medical air outlets and the pneumatic tube conveying system throughout the hospital and other life-support systems
    2. All steam lines-both high and low pressures; installs, modifies, repairs existing steam pressure piping systems and equipment such as steam coils, condensate tanks and expansion tanks
    3. Incandescent and fluorescent light fixtures, such as changing lamps and replacing broken switches and receptacles.
    4. Electrical controls associated with pumps, fans, boilers, and motor controls.
    5. Participates in the departments 24/7 coverage and call-back in case of emergencies related to building utilities systems and other building maintenance related emergencies as defined by management.
23. Ensure proper PPE is worn at all times while on duty including but not limited to, face mask, gloves, gown, isolation gown, NIOSH-approved N95 filtering facepiece respirator or higher, if available), and eye or face shield.
24. Complete all donning and doffing tasks in a safe acceptable method and discard of used PPE accordingly (see CDC website for most current updates)
25. Complete task training for all routine cleaning and decontamination processes for all surfaces contaminated by a communicable disease to ensure a high level of patient, visitor, employee, and external customer satisfaction.
26. Performs other duties as assigned, which could range from simple labor to general maintenance tasks
