Position Summary

SIRIS is seeking an experienced Mechanical Engineer Construction Manager to support major healthcare construction programs at a VA Medical Center in Topeka, Kansas. This role is ideal for candidates with a strong background in HVAC and MEP system design, combined with construction management experience on complex healthcare, federal, or institutional projects.

The selected candidate will serve as the Owner's Representative, providing technical leadership throughout project planning, design, construction, and closeout. Working closely with VA stakeholders, architects, engineers, and contractors, the Construction Manager will oversee project execution while ensuring compliance with design intent, budget, schedule, quality, and regulatory requirements.

  • Possess hands-on experience designing HVAC and MEP systems for healthcare, government, or large institutional facilities
  • Understand the integration of mechanical, electrical, plumbing, fire protection, and building automation systems within complex facilities
  • Have experience reviewing engineering design documents, specifications, calculations, and construction submittals
  • Can effectively bridge the gap between design teams, contractors, and owners during all phases of project delivery
  • Are comfortable managing multiple stakeholders while supporting program-level decisions related to scope, schedule, budget, and quality
  • Demonstrate strong leadership, communication, and problem-solving skills

Key Responsibilities

The Construction Manager will act as the Owner's Representative and technical advisor throughout the design and construction process.

Design Phase Responsibilities

  • Review HVAC, plumbing, mechanical, and MEP engineering designs for technical accuracy, constructability, maintainability, and compliance with project requirements
  • Evaluate design documents, drawings, specifications, and engineering calculations
  • Coordinate with architects, engineers, contractors, facility engineering staff, and user groups to resolve design issues
  • Participate in design reviews and provide recommendations regarding mechanical systems, energy efficiency, equipment selection, and life-cycle costs
  • Verify compliance with VA design standards, building codes, NFPA requirements, and industry best practices
  • Support value engineering efforts and design optimization initiatives

Construction Phase Responsibilities

  • Monitor construction progress and ensure installation aligns with approved design documents
  • Review submittals, RFIs, shop drawings, commissioning plans, and testing documentation related to HVAC and MEP systems
  • Analyze project financial data, budget performance, and cost trends
  • Review construction schedules and support progress evaluations
  • Participate in progress meetings and assist with issue resolution
  • Support claims administration, change management, and contract modifications
  • Verify quality assurance and quality control processes are being followed
  • Prepare reports, correspondence, and project status documentation
  • Maintain project tracking tools and reporting systems supporting program oversight
  • Advise program leadership on construction administration, engineering, and compliance matters

Education & Experience

Education

Bachelor's Degree in Mechanical Engineering from an accredited institution is preferred. Equivalent combinations of education and relevant experience may be considered.

Experience

  • Minimum six (6) years of progressively responsible experience in mechanical engineering, HVAC design, construction management, or a closely related field
  • Demonstrated experience designing HVAC and MEP systems for healthcare, federal, commercial, or institutional facilities
  • Experience with central utility plants, chiller plants, boiler plants, air handling systems, controls, and building automation systems is highly desirable
  • Experience reviewing engineering designs and managing construction implementation of mechanical systems
  • Experience supporting federal, healthcare, or highly regulated environments preferred
  • Candidates may be asked to provide examples of completed projects demonstrating HVAC and MEP design expertise

Technical Qualifications

Strong working knowledge of:

  • HVAC system design and construction
  • Mechanical, Electrical, Plumbing (MEP) systems coordination
  • Building automation and controls systems
  • Central utility plants, chiller plants, and boiler plants
  • Construction contract documents, technical specifications, and engineering drawings
  • Building codes and standards, including NFPA, ASHRAE, OSHA, ADA, and applicable federal requirements
  • Construction scheduling, budgeting, quality management, and change management
  • Commissioning and testing of building systems

Additional Requirements

  • Ability to independently evaluate engineering designs and construction activities
  • Strong analytical, organizational, and problem-solving abilities
  • Proficiency with Microsoft Office Suite and Adobe Acrobat
  • Excellent written and verbal communication skills
  • Ability to collaborate effectively with multidisciplinary teams and stakeholders

Preferred Qualifications

  • Professional Engineer (PE) License in Mechanical Engineering
  • Experience supporting Department of Veterans Affairs (VA) projects
  • Healthcare facility design or construction experience
  • Certified Construction Manager (CCM)
  • Project Management Professional (PMP)
  • Commissioning or building systems experience

  • Full-time onsite work at an active construction site and office environment

The pay range for this role is:

100,000 - 125,000 USD per year (Topeka, Kansas)
