Position Summary: 

The Materials Manager is responsible for overseeing all Government/Customer Furnished Materials (GFM/CFM) and company procured materials operations within the shipyard environment. This role ensures accurate receipt, inventory control, storage, distribution, and accountability of government/customer-owned materials and equipment supporting ship repair, maintenance, and new construction projects. The Materials Manager supervises warehouse and material control personnel while ensuring compliance with government regulations, contractual requirements, and company policies. 

The ideal candidate is a strong operational leader with experience in shipyard logistics, inventory management, and team leadership in a fast-paced industrial environment. 

Essential Duties and Responsibilities: 

This position is responsible for the following: Other duties may be assigned.  

  1. Manage all aspects of Government/Customer Furnished Materials (GFM/CFM) operations, including receiving, tracking, issuing, storage, and disposition of materials and equipment. 

  1. Attend weekly meetings 

  1. Supervise, train, schedule, and evaluate warehouse, inventory, and material handling personnel. 

  1. Ensure compliance with all federal regulations, contractual obligations, and company procedures related to government/customer property management. 

  1. Maintain accurate inventory records using ERP/MRP or other company approved software and government/customer tracking systems. 

  1. Coordinate material flow to support ship repair, overhaul, maintenance, and construction schedules. 

  1. Monitor material availability and work closely with purchasing, project management, production, and government/customer representatives to prevent delays. 

  1. Conduct cycle counts, audits, and physical inventories to ensure inventory accuracy and accountability. 

  1. Investigate and resolve inventory discrepancies, shortages, damaged materials, and shipping/receiving issues. 

  1. Develop and implement process improvements to increase efficiency, reduce waste, and improve inventory control. 

  1. Ensure proper storage, handling, preservation, and security of government/customer-owned property and sensitive materials. 

  1. Prepare reports and documentation related to inventory status, material usage, audits, and compliance requirements. 

  1. Maintain a safe work environment and enforce all OSHA, shipyard, and company safety policies. 

  1. Support internal and external audits related to government/customer property and materials management. 

  1. Coordinate transportation, receiving, and distribution activities with internal departments and external vendors. 

  1. Manage staffing levels and labor utilization to support operational demands and project schedules. 

Required Education & Experience: 

  1. High school diploma or GED required; Associate’s or bachelor's degree in supply chain, Logistics, Business Management, or related field preferred. 

  1. Minimum of 5 years of experience in materials management, warehouse operations, or logistics within a shipyard, maritime, manufacturing or defense environment. 

  1. Minimum of 2 years of supervisory or management experience. 

  1. Experience managing Government Furnished Materials (GFM) or government property preferred. 

  1. Working knowledge of government property management regulations and inventory accountability standards. 

  1. Experience using ERP/MRP systems and Microsoft Office Suite. 

  1. Experience supporting Navy, Department of Defense (DoD), or federal government contracts. 

  1. Familiarity with NAVSEA or Defense Contract Management Agency (DCMA) requirements. 

  1. Knowledge of lean manufacturing or continuous improvement practices. 

Working Conditions: 

  1. Must possess mobility to work in a standard office setting and use standard office equipment and be able to attend meetings at various sites within and away from office. 

  1. Mobility to climb up and down stairs, as needed. 

  1. Strength to lift and carry materials weighing up to 50 pounds occasionally. 

  1. Operate in a shipyard, warehouse, and industrial setting with exposure to heavy equipment, machinery, noise, and varying environmental conditions. 

  1. Ability to stand, walk, bend, climb, and work in warehouse and shipyard environments for extended periods. 

  1. Ability to work indoors and outdoors in varying weather conditions. 

  1. Ability to wear required personal protective equipment (PPE). 

Necessary Equipment Operation: 

  1. Office equipment, including telephone, fax machine, scanner, computer, printer. 

  1. Various typers of forklifts. 

Special Skills: 

  1. Strong leadership and employee management skills. 

  1. Inventory control and material planning 

  1. Knowledge of marine materials and shipbuilding processes. 

  1. Bill of materials (BOM) management 

  1. ERP/MRP system experience 

  1. Material traceability and documentation control 

  1. ABS and regulatory compliance 

  1. Team leadership and supervision 

  1. Cross-department coordination (Production, QC, Procurement) 

  1. Cost control and budget oversight 

  1. Problem-solving and shortage management 

  1. Strong communication and organizational skills
