Position Summary:
Odyssey is recruiting to fill a Senior level Manpower Administrator position supporting the ISR Sensors Division (AFLCMC/WIN), at Wright Patterson AFB, OH. WIN is part of the ISR/SOF Directorate (AFLCMC/WI), who is responsible for equipping our warfighters to win the fight. The Directorate executes a $22 billion acquisition portfolio developing, producing, testing, modifying, fielding, and supporting Air Force ISR and SOF platforms, and related sub-systems.
Responsibilities:
Duties include, but not limited to:
- Possess the advanced knowledge, experience, and recognized ability to be considered highly skilled in Manpower Administration. Must work independently and be able to apply procedures.
- Assist with management functions, processes, and analytical methods to gather, analyze, and evaluate information required by the directorate.
- Assist by drawing conclusions and devising solutions for organizational structures, resource requirements, utilization, and control.
- Assist with determining short-range and long-range functional manning requirements.
- Assist in evaluating and analyzing disciplines and specialized skill requirements for changing programs and missions at directorate and divisional levels.
- Assist with briefing representatives to explain human resource issues. Assist in tracking directorate personnel manning and preparing organization charts.
- Apprise the Government human resource team of the location of spreadsheets, databases, briefing material, and documentation generated in management analyst support functions.
- Assist in evaluating and analyzing functional/non-functional military manpower data and organizational structures.
- Assist in managing individual mobilization augmentee, officer promotion, military assignment cycle, duty title/rater changes, professional military education, and advanced academic degree programs for the directorate.
- Assist in updating/retrieving information in Command Human Resource Information System (CHRIS), RMIS, military personnel data system, and directorate databases, including SharePoint.
- Assist with briefing monthly status information to the director.
- Assist as directorate alternate point of contact for Freedom of Information Act (FOIA) and Privacy Act programs.
- Assist in evaluating and analyzing functional/non-functional manpower data and organizational structures.
- Assist in managing the civilian performance management program, program resource viewer, and applicable manpower studies/models, including acquisition & sustainment unit and new work programs for the directorate.
- Assist in gathering and studying manpower documentation and making recommendations where appropriate.
- Assist with SharePoint site development and maintenance.
- Assist with developing, maintaining, updating, and redesigning required manpower and personnel spreadsheets, databases, briefing slides, and documentation necessary for directorate operations.
- Assist in updating/retrieving information in CHRIS, RMIS, Defense Civilian Personnel Data System (DCPDS), and directorate databases, including SharePoint.
- Assist with updating/creating directorate organization charts utilizing RMIS and other charting formats.
Qualifications:
Minimum Required Qualifications
Citizenship: Must be a US citizen
Clearance: Secret
Education and Years of Experience:
- Master’s or Doctorate Degree in a related field and ten years of experience in the respective technical / professional discipline being performed, five years of which must be in the DoD.
- OR bachelor’s degree in a related field and 12 years of experience in the respective technical/professional discipline being performed, five of which must be in the DoD.
- OR, 15 years of directly related experience with proper certifications as described in the PWS labor category performance requirements, eight of which must be in the DoD
Preferred Qualifications/Experience:
- Proficient with personnel systems (e.g., Virtual HR, MyFSS, PMRT, RIT, SRM).
- Proficient in managing the PEO Manpower Estimate process, from RIT package creation to UMD authorization.
- Proficient in managing the UMD, presenting manpower metrics, and collaborating with functionals to proactively ID vacancies to ensure timely fill actions.
- Proficient in managing the annual cycle of manpower requirements (RIT Package validation, Manpower POM process, DCA Revalidation, etc).
- Proficient in the Direct Cite Authority (DCA) process (yearly and ad-hoc).
- Proficient with Military Personnel Management.
- Proficient with FMS manpower.
- Proficient in editing and improving award packages.
- Experience with the civilian and military awards process.
- Experience managing in/out-processing.
- Experience with managing training requirements.
