Job Description
JOB SUMMARY
The Manager - Treatment Maintenance reports to the Department Director and is responsible for the mechanical maintenance of wastewater treatment facilities. Ensures systems and equipment are maintained to provide reliable service and protection of public health. Responsibilities include staffing; budget management; initiating, reviewing and coordinating capital improvement projects; managing and coordinating special projects performed in-house; and monitoring and reporting on performance and efficiency measures. Responsible for assisting the Treatment Operations Managers with regulatory compliance.
ESSENTIAL FUNCTIONS
- Supervises, selects, develops, trains, determines compensation and evaluates personnel. Forecasts, allocates, and monitors the human, physical and financial resources for the assigned area.
- Develops and executes operations and maintenance budgets. Meets financial objectives by forecasting requirements; scheduling expenditures; analyzing variances; and initiating corrective actions.
- Evaluates, develops, recommends and implements division policies and procedures. Responsible for promoting safety training, awareness and injury prevention.
- Plans and directs mechanical preventive and corrective maintenance programs. Oversees complex repairs to existing mechanical equipment.
- Develops maintenance schedules and requirements for all equipment. Determines procedures for maintenance, installation, modification and repair of equipment. Evaluates work in progress, and upon completion, determines the quality and timeliness of assignments.
- Develops and participates in conceptual planning efforts and coordinates with consultants to evaluate, research and recommend new processes and equipment.
- Reviews designs, construction documents, submittals, and provides comments on maintainability, reliability, and ease of operations.
- Coordinates and oversees in-house construction projects, including equipment demolition and installation.
- Develops, monitors, and analyzes metrics to improve the department's overall efficiency. Evaluates complex data to prepare various technical and managerial reports.
- Develops and manages maintenance contracts for specialized labor and parts, ensuring contractual obligations are met.
- Authorizes material and equipment purchases consistent with SAWS procurement policies.
- Coordinates and repairs problems identified by the Predictive Maintenance team.
- Performs other duties as assigned.
DECISION MAKING
- The Manager - Treatment Maintenance receives limited supervision.
- Acts on behalf of the Department Director when he/she is unavailable.
MINIMUM REQUIREMENTS
- Associate's Degree in Environmental Science, Engineering, Business Administration or related field from an institution accredited by a nationally recognized accrediting agency.
- Six years of progressively responsible Industrial, Water or Wastewater experience.
- Three years of experience in a management or supervisory capacity.
- Valid Class "C" Texas Driver's License.
PREFERRED QUALIFICATION
- TCEQ Class "B" Wastewater Operator License, Class "III" Wastewater Collection Operator License, or registration as a Professional Engineer in Texas with a wastewater background.

- Contact with internal and external customers, executive management, consultants, contractors, vendors and regulatory agencies.
PHYSICAL DEMANDS AND WORKING CONDITIONS
Working conditions are in an office and field environment. Field environment working conditions include frequent exposure to inclement weather; wastewater; mechanical, electrical, chemical and confined space hazards; offensive fumes; excessive noise; heavy traffic; deep excavations; and animals, snakes and poisonous insects. May be required to comply with requirements as specified in applicable regulations for personal protective equipment, including clearance for use of respiratory protection and other associated equipment. May operate a company vehicle.
