Overview:

Primary purpose:

  • Provide leadership, strategic planning, and technical support for Occupational Safety and Health programs within the Southeast Region - Products Pipelines business unit
  • Position is responsible for the development, maintenance, and implementation of all safety, industrial hygiene, radiation safety plans, procedures, and programs to maximize employee safety and maintain regulatory compliance for assigned Region
  • Position will work closely with other Safety Managers and Specialists to provide support to facilities within the Business Unit which includes Central, Pacific and Hiland Crude regions

 

Responsibilities:

Essential duties and responsibilities:

  • Provide technical expertise to ensure compliance with all applicable Health & Safety regulations, goals, policies and procedures. Provide advice and guidance on interpretation/application of regulations and internal procedures related to Health & Safety. Must possess a strong understanding of federal and applicable state OSHA regulations
  • Develop initiatives to improve safety culture within the Products Pipelines business unit. Drive the development and continuous improvement of Safety issues and initiatives
  • Provide a visible presence at facilities within the business unit and respond to health and safety concerns raised by managers and employees. Lead and support Safety Coordinators in assigned Region and coordinate quarterly and annual Safety Coordinator Safety Conferences as scheduled
  • Coordinate implementation and continuous improvement of Operation Management Systems (OMS) as well as safety procedures
  • Lead safety improvement initiatives across the SE Region (e.g., ergonomics, industrial hygiene, engineering controls, PPE, training, etc.)
  • Develop and review required safety and injury metrics for internal and external reporting and ensure incident tracking systems are accurately reflecting the business unit performance
  • Coordinate safety & health required training programs, serving as a Subject Matter Expert on training requirements, frequency, and content
  • Deliver Smith Systems driver training on as needed for employees in SE Region
  • Interface with government agencies to maintain regulatory compliance (audits, annual reports, etc.)
  • Support the incident investigation process for Safety incidents including participation on investigation teams, writing investigation reports, and coordinating follow-up corrective actions
  • Participate in emergency planning and preparation including drills and exercises and training programs. Provide response to incidents as required, which may require travel and overnight stays
  • Provide leadership and support of Radiation Safety program including being an Radiation Safety Officer, registration and licensing process, annual maintenance of Radiation Safety Plans and regulatory inspections
  • Participate as required in the internal EHS Audit Program. Support facilities in preparation for these internal reviews, participate as needed during the reviews, and provide input and direction on resolution of applicable findings
  • Participate in and identify improvement opportunities for Construction Plans, Engineering Projects, Emergency Response and Fire Protection
  • Observe work methods and conditions for safety hazards and take timely and appropriate actions to correct deficiencies
  • Represent Products Pipelines on Safety and Contractor Safety Technical Work Groups
  • Consistently maintain and demonstrate a high regard for personal safety, for the safety of company assets, employees, and the general public
  • Perform other duties as assigned by the Business Unit Leadership
  • Job level will be determined based on experience and industry knowledge

Educational, Certification, and License Requirements:

  • Bachelor’s degree in Occupational Safety, Environmental Health and Safety, Engineering, Industrial Hygiene, or related field preferred, or equivalent combination of education and progressively responsible experience in occupational safety and health. Professional certifications such as CSP, ASP, or SMP are preferred
  • Must possess and maintain a valid driver’s license and driving record satisfactory to the Company and its insurers

Experience, Skills, & Knowledge preferred:

  • Process Safety Management (PSM)
  • Root Cause Analysis
  • ICS Emergency Response
  • Intermediate computer skills (MOffice, corrosion modeling software, and company systems)
  • Excellent verbal and written communication skills
  • Strong customer focus and ability to collaborate across departments
  • Ability to work independently and as part of a team
  • Strong leadership, planning, and organizational skills
  • Experience in crude oil, refined petroleum products, or natural gas industry
  • Intermediate computer skills (MS Office, corrosion modeling software, and company systems)

Working Conditions:

  • Must be able to work outdoors in adverse weather conditions, which may include severe seasonal changes including both winter conditions with frequent snow or extreme summer heat and sun
  • Field activities may include walking to and amidst work and/or construction sites, climbing in and out of trenches, working around heavy equipment, negotiating rough terrain, and working in confined spaces
  • Extensive travel may be required, including overnight stays for several days
  • Must participate in callouts and emergencies after regular business hours, including nights, weekends, and holidays
  • Required to carry a company-provided cell phone and be available during working and non-working hours
