General Summary:

Manage the day-to-day execution of Dollar Tree's consumer product testing program, including oversight of third-party laboratory relationships, testing protocol management, state regulatory reporting, and vendor compliance onboarding. Supervise a team of Testing Coordinators to ensure all products meet applicable federal and state safety and regulatory requirements prior to sale. Serve as a primary liaison between the Quality & Compliance department and the company's accredited laboratory network, merchant teams, and vendor base. Drive continuous improvement through data analysis, process standardization, and the development of measurement tools and dashboards that provide leadership with visibility into program performance. This role requires collaboration with Merchants, Suppliers, legal counsel, laboratory service providers, and Global Sourcing, among others.

Principal Duties & Responsibilities:

1) Laboratory Network Management -

Serve as the primary point of contact for all accredited third-party laboratory testing partners, managing service levels, issue resolution, and day-to-day communications. Manage laboratory assignments for new and existing vendors based on geography, product category, lab capacity, and performance. Monitor lab responsiveness, data quality, and protocol adherence; escalate corrective actions when standards are not met. Lead the annual protocol review and harmonization process across the lab network to maintain unified testing standards. Oversee lab fee benchmarking to ensure equitable pricing across the vendor base.

2) Testing Program Execution -

Manage the end-to-end product testing lifecycle from purchase order through lab assignment, test execution, and results approval. Ensure testing protocols are current with all applicable regulations, including CPSIA, ASTM standards, CPSC rules, Proposition 65, and emerging state-level requirements. Approve and manage protocol changes in coordination with lead laboratory partners; evaluate new product types for protocol applicability. Maintain and improve the testing requirements documentation and exception lists used by the team.

3) State Regulatory Reporting & Chemical Compliance -

Oversee all state-level chemical reporting obligations, coordinating internal data collection and third-party lab partner deliverables to ensure timely and accurate submissions. Monitor the evolving state regulatory landscape and advise leadership on new or changing reporting obligations and their operational impact. Maintain compliance tracking tools and documentation for audit readiness.

4) Vendor Compliance & Onboarding -

Manage the vendor onboarding process for testing compliance, including lab assignments, distribution of requirements, and coordination of vendor education. Field vendor escalation questions related to testing, lab assignments, and compliance expectations. Serve as the required intermediary between merchant teams and the laboratory network.

5) Team Leadership & Development -

Supervise, coach, and develop a team of Testing Coordinators, providing performance management, workload balancing, and professional development. Manage team scheduling and output during peak business periods, including overtime authorization and quality review of teamwork product. Build training programs and reference tools that reduce dependency on institutional knowledge held by any single individual.

6) Data Analysis & Continuous Improvement -

Analyze testing program data to identify trends in lab performance, vendor compliance, error rates, and cycle times. Develop and maintain dashboards and reports that provide leadership with visibility into program health and key performance indicators. Partner with IT and cross-functional teams to evaluate and implement technology solutions that reduce manual processes and improve program reliability. Support the development and tracking of metrics required by regulatory agreements and internal compliance goals.

7) Merchant Education & Internal Training -

Develop and deliver compliance training for merchant teams and internal stakeholders through seminars, webinars, and e-learning platforms. Maintain on-site presence during key business planning periods to provide real-time testing guidance. Build and maintain reference materials that make compliance requirements accessible to non-technical partners.

Position Requirements:

Office work environment, 40+ work hours per week. On-site with occasional travel (<10%) for regulatory meetings, laboratory partner visits, and distribution center visits, or similar.

Minimum Requirements:

Education: BA/BS in addition to relevant work experience.

Experience: 5+ years of experience in consumer product testing, product safety, quality assurance, or regulatory compliance within retail, consumer goods, or a third-party testing laboratory. 2+ years of direct people management experience. (In lieu of a BA/BS, 7+ years of experience in consumer product testing, product safety, quality assurance, or regulatory compliance within retail, consumer goods, or a third-party testing laboratory. 2+ years of direct people management experience.)

Job Related Skills:

  • Working knowledge of CPSIA, CPSC regulations, ASTM standards (including F963), and California Proposition 65
  • Experience managing third-party testing laboratory relationships in a multi-lab environment
  • Advanced proficiency in Microsoft Excel with demonstrated ability to analyze compliance data and present findings to leadership
  • Strong collaboration, communication, and coordination skills across merchants, suppliers, legal, and laboratory service providers
  • Solution-oriented with service mindset to understand situations, find solutions, and partner to enhance compliance protections
  • Strong analytical skills, attention to detail, problem-solving, multi-tasking, and prioritization capabilities
  • Experience with data visualization and analytics tools (Power BI, SQL, Tableau, or Python) preferred
  • Familiarity with state-level chemical reporting programs (Prop 65, CHCC, PFAS regulations) preferred
  • Background in vendor compliance within a direct-import or global sourcing environment preferred
  • Experience with chemical tracking platforms and retail product lifecycle systems preferred
  • Capacity to operate both strategically and tactically as needed
