Job Summary:
The Grant Manager will be responsible for providing support and technical advice to the State and its subrecipients in support of their recovery initiatives to include all facets of launch, implementation, and close out of Disaster Recovery programs, projects, and activities. This position supports clients with procurement documentation, environmental review coordination, data tracking, construction document control, and grant compliance. The Grant Manager helps ensure that each project maintains accurate, complete, and audit-ready records from pre-award through closeout.
Job Duties:
- Manages multiple subrecipients simultaneously providing technical assistance in accordance with federal regulations
- Develops monitoring and training plans tailored to the different subrecipients
- Manages and tracks complex project plans/controls, budgets, schedule, and other resources, including risk mitigation

- Supports development of project budgets, schedules, and risk assessments by gathering and organizing required data
- Maintains comprehensive electronic and hard-copy project files across procurement, environmental review, relocation, labor standards, Section 3, construction, and financial documentation
- Creates and updates project tracking tools such as status logs and production trackers
- Tracks and reconciles key project data (obligations, expenditures, change orders, leveraged funds, performance metrics) with financial systems
- Maintains milestone logs and prepares data summaries for reports, dashboards, and leadership updates
- Compiles Environmental Review Records and tracks compliance with Part 58 and HRS 343/HEPA processes, ensuring mitigation measures are communicated to project teams
- Assists with cost/price analysis documentation and compliance with County procurement rules
- Maintains construction document control, including submittals, RFIs, inspections, change orders, and pay applications
- Tracks statuses and organize closeout materials such as as-builts and warranties
- Organizes and maintains URA/acquisition and relocation files and tracks notices, services, and payment calculations
Prepares drawdown support packages and maintains duplication of benefits documentation; reconciles project budgets with financial systems and DRGR
- Prepares correspondence, meeting notes, checklists, and status reports; supports staff onboarding and training on project documentation standards and tracking tools
- Other duties as required
Supervisory Responsibilities:
- May oversee case management and other production staff
Qualifications, Knowledge, Skills, and Abilities:
Education:
- Bachelor's degree, required; focus in public administration, planning, business, accounting, engineering, preferred
Experience:
- Two (2) years of experience in grant management, project administration, or program support for infrastructure or capital projects with federal or state grants, required
- Experience with documentation and compliance for federally funded programs (CDBG-DR, CDBG, FEMA, FHWA, FTA, or similar), preferred
- Experience providing guidance and technical assistance related to the administration and implementation of Disaster Recovery project scopes of work, to ensure the expenditures of CDBG-DR funds are compliant and all required documentation is maintained supporting said expenditures, preferred
- Experience with CDBG-DR or other HUD programs and related regulations, preferred
Software:
- Proficiency in Microsoft Office (Excel, Word, PowerPoint) and comfort learning new systems such as DRGR or other grant management platforms, required
Other Knowledge, Skills & Abilities:
- Strong skills in data tracking, document control, and file management
- Working knowledge of grants management principles and basic understanding of public procurement, environmental review, and construction processes
- Willingness to learn CDBG-DR and infrastructure-specific requirements
- Strong organizational skills and attention to detail
- Ability to maintain complex filing systems and tracking tools
- Ability to communicate clearly, work collaboratively in a team environment, and manage multiple tasks and deadlines
Individual salaries that are offered to a candidate are determined after consideration of numerous factors including but not limited to the candidate's qualifications, experience, skills, and geography.
Hawaii Range: $75,000 - $125,000
Virginia Range: $95,000 - $130,000
