CITY OF BRIDGEPORT, CONNECTICUT The City of Bridgeport is now accepting submissions for the position of Manager of Housing Construction and Physical Development Housing and Community Development The Housing & Community Development Department is dedicated to addressing and mitigating the impacts of poverty, homelessness, and substandard housing in Bridgeport. As an entitlement community, the City of Bridgeport receives federal funding annually from the U.S. Department of Housing and Urban Development (HUD). These funds are allocated through a competitive application process, typically starting in January each year. The City then distributes the funds to eligible subrecipients, ensuring compliance wi th the grant requirements set forth by HUD. This position includes a comprehensive benefits package. Governing Structure The City has a Mayor -City Council form of government. GENERAL STATEMENT OF DUTIES : Assist in the development of all housing and p hysical development proposals for department, and imple ment all housing and physical development projects according to applica ble regulations and requirements, e.g. CD BG, HOME, and other HU D programs. ESSENTIAL DUTIES AND RESPONSIBILITIES : The essential functions or duties described below are the primary functions and duties of the position. There may be other types of work that may be performed, and the omission of a particular duty or function does not exclude that duty or function from th e position provided the duty or function is similar in work, related to the work or logically assigned to the position. • Provide technical and conceptual assistance to the Department in preparing housing and physical development proposals; provide technical assistance and supervision ensuring all appropriate regulations are followed; assist in writing and assembling housing and physical development contracts; assist in the preparation of plans and specifications; work closely with the Purchasing Department regarding contract compliance for bidding and awarding jobs; monitor construction; authorize payments to contracts; respo nsible for timely completion of all projects. • Responsible for final review of all phases of any contraction project which includes but is not limited to allocations, A/E drawings, specs, contract, construction documents, payments and change orders. • Responsible for monitoring construction progress, attend job meetings, determine schedules, priorities, deadlines, etc. • Prepare progress reports on all housing and physical development projects; handle project related problems as required by management of the Department. • Provide assistance to agencies involved in housing and/or physical development projects funded by the Department. ADDITIONAL DUTIES AND RESPONSIBILITIES • Other administrative and management tasks may be assigned as appropriate. • Attend after hours meetings for project approvals by legislative bodies. MINIMUM EDUCATIONAL AND EXPERIENCE REQUIREMENTS : • Bachelor's degree in Planning , Architecture, Landscape architecture or a related field. • Five (5) years of housing and physical development construction monitoring experience. KNOWLEDGE, SKILLS, AND ABILITIES : • Must be proficient in a variety of computer software applications: Microsoft Word, Excel and other Office applications as necessary. • Excellent verbal and written communication skills. • The ability to read and analyze construction documents. • Knowledge of federal housing and community development programs and requirements. LICENSES AND CERTIFICATIONS : • A valid Connecticut Driver's License is required for transportation between various sites.
