Job Summary The Manager Membership is accountable for planning, staffing, organizing, and controlling the enrollment and maintenance of eligibility information for self-insured contracts for Blue Advantage Regular Business (BARB). This position works very closely with the BARB Group Implementation Teams (IS and Configuration staff) to ensure coordination and management oversight with new BARB group implementations. This includes setting up new groups and divisions, entry of new member information, implementing changes to existing membership records, maintaining up-to-date documentation and desk procedures, development of coordination of benefit and student status information, entry of counter information for new groups, correspondence research of member records, and the issuance of group ID cards. Requirements EDUCATION Bachelor's degree in Accounting, Business Administration, or related field. In lieu of degree, five (5) years' experience will be considered. EXPERIENCE Minimum seven (7) years' experience as in supervisor, trainer, analyst, specialist, representative, etc. preferably to include experience in membership administration or customer accounts. If applicable Masters degree, minimum five (5) years' experience required. Minimum two (2) years' leadership experience (role, team and/or project management). Knowledge of group health plan eligibility rules and/or membership processing to include electronic enrollment functionality. Knowledge of process improvement principles and the ability to implement change. Knowledge of 834 files and electronic file transfer processes. Knowledge of AMISYS System highly preferred. Knowledge of other internal systems (P8, CSW, POWER, etc.) preferred. Skills • Active Listening • Analyze Information • Coaching Others • Conflict Resolution • Continued Learning • Critical Thinking • Customer Service • Decision Making • Employee Engagement Strategies • Evaluating Information • Financial Resources Management • Interpersonal Communication • Interpersonal Relationships • Management Techniques • Monitor Processes, Materials, or Surroundings • Oral Communications • Organizing • Personnel Planning • Process Information • Service Oriented • Team Development • Time Management • Written Communication Responsibilities • Coordinates and oversees all activities required for the successful implementation of new groups and any changes to the health plan administration of existing groups. • Develops and implements processes to ensure accurate and efficient membership processing for BlueAdvantage Regular Business (BARB). • Ensures adequate budgeting is done to support the accountability of the division. • Ensures proper planning is carried out to identify staffing requirements to support Enterprise objectives. • Ensures that the staff has the necessary training and be able to identify and suggest additional training with supporting rationale. • Manages the day-to-day operation of the BARB membership team to ensure the delivery of excellent service to the customer. • Manages the hiring, coaching/training, employee development and performance management of assigned team. • Obtains input from analytical and supervisory staff members in conducting research and making decisions based on that research. • Organizes, builds, and directs a competent staff in order to implement and maintain effective operations to meet BARB, Enterprise, and customer priorities, objectives, and commitments. • Oversees membership processes for BARB including monitoring the electronic enrollment process, issuance of ID cards and materials, daily planning, and problem solving. • Oversees the maintenance of the BlueAdvantage Group Administrator Manual. • Remains abreast of policy and benefit changes, participate in and make procedural and technical enhancements to existing operations. • Solicits input related to customer service and claims through survey tools, provider relations staff and group administrators. Certifications Security Requirements This position is identified as level three (3).
